Contributing to the Institutionalization of Mandatory Installation of Automatic Opening and Closing Devices for Rooftop Emergency Doors in Multi-Family Housing
Gwangmyeong City in Gyeonggi Province announced on June 11 that it had received the Excellence Award at the "2025 Regulatory Innovation Best Practices Competition" hosted by Gyeonggi Province.
The city explained that it was recognized with the Excellence Award for its proposal to institutionalize the inclusion of "automatic opening and closing devices for rooftop emergency doors" as an additional item in the "long-term repair plan target items" under the Enforcement Rules of the Multi-Family Housing Management Act.
Until now, in multi-family housing built before 2016, the installation of automatic opening and closing devices for rooftop emergency doors was only a recommendation, which led to conflicts among residents and uncertainty in budget execution. However, with the legal revision prompted by the city's proposal, these issues have been resolved.
The city added that this institutional improvement is expected to enhance resident safety in the event of fire or emergencies, clarify facility standards, and increase management efficiency through systematic budget allocation in accordance with the long-term repair plan.
Park Seungwon, Mayor of Gwangmyeong, stated, "This award is not just about regulatory relaxation, but is a result of practical, everyday innovation that truly benefits the field. We will continue to pursue regulatory innovation to improve the quality of life for our citizens."
Meanwhile, at this year's competition, following document and presentation evaluations involving 20 cities and counties in the province, one Grand Prize, two Top Excellence Awards, and three Excellence Awards were presented.
