Guro District Completely Overhauls Redevelopment and Reconstruction Support Team with Public-Private Partnership

Appointment of Private-Sector Members
Strengthening Field-Oriented Conflict Mediation

Guro District in Seoul has completely reorganized its “Redevelopment and Reconstruction Project Support Team” and officially launched its operations. The key feature of this reorganization is the shift from a consultation system centered on administrative staff to a public-private partnership structure, in which private experts, government officials, and residents (project stakeholders) all participate together.

On June 10, Guro District held an appointment ceremony at the Renaissance Hall on the third floor of the district office and appointed three private-sector members to two-year terms. After the ceremony, the team leader and deputy leader were elected, marking the official start of the team's activities.


The newly formed support team will listen directly to various conflicts and difficulties experienced by residents, associations, and project implementers during the redevelopment and reconstruction process. In the event of a dispute, the team will be immediately deployed to mediate and coordinate. The team’s role goes beyond simple consultation, as it will propose practical solutions to problems.


Through this reorganization, the support team will function as a “field-oriented” conflict resolution organization. In the future, the district plans to implement a “Project Coordinator System,” in which private experts in each field will directly participate at conflict sites. Additionally, a “Conflict Management Council,” composed of experts, council members, and public officials, will be established to ensure rapid conflict resolution.


Jang Inhong, Mayor of Guro District, stated, “This support team has been newly launched based on a public-private partnership after a complete review of the previous operating methods,” adding, “We will make every effort to resolve conflicts related to redevelopment and reconstruction projects quickly and effectively, ensuring the smooth progress of these projects.”
