[Profile] Lim Kiguen, Second Vice Minister of Economy and Finance... An Idea-Rich Budget Expert

Lim Kiguen, the newly appointed Second Vice Minister of Economy and Finance, is widely recognized as an expert in budget and fiscal affairs.

Born in 1968 in Haenam, Jeonnam, Lim graduated from Songwon High School in Gwangju and earned a degree in Business Administration from Seoul National University. He entered public service through the 36th Civil Service Examination and later received a master's degree in Economics from Indiana University in the United States.

Lim has held various key positions in the Budget Office of the Ministry of Economy and Finance, including Director of Budget Coordination, Director of Budget Policy, Director of Welfare Budget, and Director of Regional Budget. He also served as Director-General for Economic Budget Review and Director-General for Budget Coordination.

In 2018, he participated in formulating new growth strategies at the Innovation Growth Headquarters. In 2020, he served as Director-General of Public Policy and Director-General of Policy Coordination, achieving results in both fiscal management and policy. In 2023, after serving as Director-General for Fiscal Management (a vice-ministerial level post), he was appointed as Commissioner of the Public Procurement Service.

Within the Ministry of Economy and Finance, Lim is known for his abundant policy ideas and outstanding strategic planning abilities. His meticulous work style and quick decision-making are also considered strengths. He was selected three times by ministry staff as a "role model supervisor," earning a place in the ministry's Hall of Fame.

During his tenure as Commissioner of the Public Procurement Service, Lim emphasized being a "partner for small, venture, and innovative companies" and introduced the public procurement consulting service "Public Procurement Guide." Through this service, more than 100 companies entered the procurement market. He also focused on restoring the basic functions of public procurement under the "Back to the Basics" initiative.
