Gwangju Bukgu Council Member Hwang Yewon: "It's Time to Innovate Tax Notices"

"Outsourcing of Production and Delivery Should Be Considered"

Local tax notices are still being printed manually, placed into envelopes, and sent out by hand. On June 10, Hwang Yewon, a member of the Gwangju Bukgu Council (Democratic Party of Korea, Unam 1·2·3-dong and Dongnim-dong), suggested switching to an outsourcing system during a five-minute free speech session at the 303rd regular council meeting, stating, "The current method relies excessively on manpower and equipment."

Hwang pointed out, "Many local governments are already operating through outsourcing by signing agreements with public institutions such as the post office," and added, "Bukgu should also consider adopting outsourcing in order to improve administrative efficiency and the quality of taxpayer services." She further emphasized the need for a mid- to long-term strategy that can respond to changes such as digital tax administration and the expansion of electronic notifications.


Hwang also stated, "If outsourcing is introduced, strict criteria for selecting service providers and for security and quality standards must be established," and said, "For Bukgu, which has a low level of fiscal independence, outsourcing can not only reduce the budget but also help alleviate repetitive and burdensome administrative tasks."
