Practical Application of Award-Winning Entries from the Generative AI Contest
Gangnam District in Seoul has selected nine winning entries in its "Generative AI Administrative Application Case Contest," which was held to enhance public officials' artificial intelligence (AI) capabilities and implement digital administration. This contest served as an opportunity to demonstrate the effectiveness of AI training for employees and the practical applicability of AI in administrative work.
The contest, which was open to all employees from April 10 to 30, received a total of 38 submissions across various administrative fields, including document preparation, public relations, idea generation, and data analysis. After evaluation, one Grand Prize, two Excellence Awards, and six Encouragement Awards were selected.
The Grand Prize went to the Urban Planning Division for its case titled "Establishing a Political Party Banner Management System Using a No-Code Platform and Generative AI." Employees without development expertise directly designed the banner management system using a platform that allows program creation without coding, and they learned the relevant knowledge and methods through ChatGPT.
The system automatically checks the regulation that limits the number of political party banners to two or fewer per administrative district, addressing the inefficiency of the previous manual management method and reducing the rate of civil complaints. The project required no budget, as it was developed without outsourcing, and the time needed to address violations of banner regulations was dramatically reduced from 2-3 days to within 3 hours.
The Excellence Awards were given to "Improving and Automating Healing Center Operations Using AI Tools" and "Prompt Design for Local Tax Litigation Response." In the Healing Center case, generative AI was used to increase work efficiency in areas such as course planning, instructor recruitment, and promotional content creation.
The local tax litigation response case was the first of its kind among local governments nationwide, demonstrating the potential to reduce attorney fees by half by designing step-by-step prompts for entering case summaries, identifying key issues, searching for similar precedents, and drafting responses.
The Encouragement Awards included cases such as establishing a pre-participation screening system for public health projects, developing an AI-based automated recording system for the Real Estate Price Disclosure Committee, building a local tax standard textbook (GN_TAX) GPTs, automating apartment price analysis with an RPA system, collecting news articles and generating reports automatically via web crawling, and developing a Python program to determine whether a business qualifies as a small or medium-sized enterprise.
The district plans to share the winning entries on the AI administrative bulletin board and to enhance AI utilization across all departments through training focused on outstanding cases.
Gangnam District Mayor Cho Sungmyung stated, "Through this contest, we have identified various possibilities for integrating AI throughout the administrative field," adding, "We will continue to strengthen our employees' capabilities to build a smart administrative city that leads the AI era."
