The comprehensive pre-feasibility study is an evaluation procedure to review the feasibility of projects with a total project cost of 50 billion won or more, as part of the establishment of the "6th National and Local Road Construction Plan." In January, Gyeonggi Province submitted a total of 39 projects (229 km, approximately 5.1 trillion won in scale) to the Ministry of Land, Infrastructure and Transport, of which 29 projects were included in the on-site investigation.
The investigation began in Hwaseong and Pyeongtaek, followed by Anseong and Icheon and Yeoju, Gwangju and Yangpyeong, Namyangju and Pocheon, Yongin, and Gimpo and Paju. The investigation team focused on verifying the accuracy of construction cost estimates, including issues such as soft ground and new intersection construction, and closely reviewed the connectivity with development projects, route suitability, and the necessity of each project.
During the investigation period, Gyeonggi Province actively explained the necessity of the projects through preliminary meetings with the cities and counties, preparation of route explanation materials, and on-site route inspections. For some projects, the province responded by adjusting project costs or supplementing designs to receive positive evaluations in terms of economic feasibility and policy relevance. Going forward, the province also plans to consider ways to increase the AHP (Analytic Hierarchy Process) score in accordance with the policy analysis guidelines.
The province plans to reflect the investigation results by holding meetings with relevant agencies in June and submitting policy analysis materials in November as part of the subsequent procedures.
Kang Seongsup, Director of the Construction Bureau, stated, "This on-site comprehensive pre-feasibility study is a critical process that will determine Gyeonggi Province's national and local road construction plans for the next five years," adding, "We will respond with a strong sense of responsibility until the very end to ensure transportation convenience for residents and balanced regional development."
