Tearing Ballots, Attempted Revotes... 115 Election-Related Reports Filed in Seoul

The Seoul Metropolitan Police Agency announced that on the 3rd, the 21st presidential election day, it received 115 reports related to voting through the 112 emergency hotline from 6:00 a.m. to 8:00 p.m. within Seoul.

According to the police, at 11:12 a.m. that day, a woman in her 60s visited the Suyu Elementary School polling station in Gangbuk-gu, Seoul, despite having already participated in early voting. She caused a disturbance, insisting that she needed to check whether her name had been removed from the voter registry. She left the scene before the police arrived.


At 1:12 p.m. at the Seoul Dangjung Elementary School polling station in Yeongdeungpo-gu, a 72-year-old woman reported to the police after being told by an election official that her vote had already been cast while her personal information was being verified. The National Election Commission plans to file a complaint after checking for any criminal activity, including verifying whether someone with the same name had voted in the district.


At 11:32 a.m. at a polling station in Gangseo-gu, an 85-year-old man who had accidentally marked two candidates during voting tore up his ballot paper despite being instructed by an election official that it should be placed in the ballot box as a spoiled ballot. He was booked on suspicion of violating the Public Official Election Act and told the police that he had suspected election fraud.


There were also cases of people attempting to vote again despite having already participated in early voting. At 3:06 p.m., a 39-year-old woman who visited the Garam Middle School polling station in Gwangjin-gu was caught attempting to vote again during the personal information verification process. At 7:18 p.m., a 29-year-old woman at the Guui 2-dong Community Center polling station in Gwangjin-gu also attempted to vote again despite having already cast an early ballot.


Some individuals were arrested as flagrant offenders for campaigning near polling stations or causing disturbances inside the polling stations. At 3:22 p.m., a 64-year-old man was arrested about 150 meters from the Cheonho 2-dong Community Center polling station in Gangdong-gu for wearing blue clothing and encouraging people to vote for candidate Lee Jaemyung, in violation of the Public Official Election Act. At 5:33 p.m., a citizen was arrested at the Yongdu Cultural Welfare Center polling station in Dongdaemun-gu for shouting at an election official and other voters and filming inside the polling station.


Additionally, at 6:15 p.m. at the Nonhyeon 2-dong Community Center polling station in Gangnam, it was confirmed that a 37-year-old man had photographed his ballot paper.
