Electronic Verification Documents No Longer Required for Submission
The Jeonnam Provincial Office of Education announced on May 30 that it will implement an innovative measure to significantly simplify complex contract procedures, thereby reducing the administrative burden on educational sites, starting from June 1.
On this day, the Office introduced its 'Contract Document Simplification Plan,' which will be applied to its main office, affiliated organizations, and all schools. In the past, the number of documents that contracting agencies were required to obtain from companies during the contract process has continued to increase due to the enactment and revision of laws and regulations, resulting in a considerable administrative burden for both educational sites and contractors.
To address this issue, the Office formed the 'Contract Management Division Integrity Task Force Council' in March and established a plan to promote contract document simplification. From May 12 to May 20, it widely collected opinions from the field and finalized the plan.
The core of this simplification measure is to consolidate nine types of forms (five for bidding), which previously had to be submitted separately?such as the memorandum for private contracts, the integrity contract implementation pledge, and the tax evasion confirmation pledge?into a single 'Contract Implementation Integrated Pledge.' In addition, documents that can be verified through the electronic system, such as the Small and Medium Business Certificate and Direct Production Confirmation, will no longer need to be submitted in paper form.
Going forward, the Office plans to continue supporting schools and institutions by making contract tasks even simpler and more transparent, so they can focus on their core educational responsibilities.
Noh Kwonyul, Director of Administration, emphasized, "This document simplification will be an important opportunity to enhance trust and efficiency throughout the entire contract culture," adding, "We will continue to do our best to realize fair contract administration and integrity in Jeonnam education through ongoing institutional improvements and communication with the field."
