Changwon Special City Conducts Safe Korea Training for Complex Disaster Response

Enhancing Disaster Response Capabilities through Public-Private Cooperation

On May 29, Changwon Special City conducted the '2025 Safe Korea Disaster Response Training' to ensure a prompt and systematic response in the event of complex disasters.

This training was held at the Jinhae Culture Center in Taebaek-dong, Jinhae-gu. The scenario simulated a complex disaster in which a villa collapsed due to a landslide caused by a typhoon, resulting in casualties. The purpose was to examine the entire response system from initial response to recovery and restoration, and to strengthen practical capabilities.


The training was conducted using an integrated connection method, linking the city's Disaster and Safety Countermeasures Headquarters (City Hall) with the On-site Integrated Support Headquarters in real time, thereby enhancing the effectiveness of the exercise.


This training was planned based on the lessons learned from the Whiteville retaining wall collapse accident in Sanho-dong, Masanhappo-gu, which occurred during heavy rainfall in September last year. The aim was to enable a swift response to even more severe disaster situations. The focus was on enhancing practical response capabilities through cooperation with relevant agencies and private organizations, and on familiarizing and carrying out disaster response tasks and roles at each stage.


In total, about 330 participants from 16 organizations took part, including Changwon City, Changwon Fire Headquarters, Jinhae Public Health Center, Jinhae Police Station, Korea Electric Power Corporation, KT Netcore, Korea Electrical Safety Corporation, Korea Gas Safety Corporation, Korean Red Cross, Jinhae Base Command, US Fleet Support Unit, Gyeongnam Energy, Samsung Changwon Hospital, Yonsei S Hospital, the Regional Volunteer Disaster Prevention Group, Volunteer Fire Brigade, and the Volunteer Organization Council. Advanced equipment such as fire ladder trucks, rescue and emergency equipment, disaster response drones, and the disaster safety communication network (PS-LTE) were deployed, creating a tense atmosphere reminiscent of an actual disaster site.


Jang Geumyong, Acting Mayor of Changwon Special City, who presided over the training, stated, "As disaster types become increasingly complex and diverse, this training served as an important opportunity to assess our ability to respond to complex disasters." He added, "We will continue to conduct substantial training to further enhance our disaster response capabilities in the future."
