Kim Moonsoo, the presidential candidate of the People Power Party, visited Sangnam Fountain Square in Sangnam-dong, Seongsan District, Changwon City, Gyeongnam on the 28th to rally his supporters.
This day marked the beginning of the so-called "blackout period," during which all presidential candidate TV debates had concluded and the publication of opinion polls was prohibited.
Before his speech, Kim donned work clothes and a hard hat, and performed a symbolic act by stamping a large seal on an oversized ballot paper.

Taking the microphone, Kim began by saying, "You must have endured martial law, impeachment, and economic difficulties," and added, "I am grateful that you have moved forward with strength, centered on the defense industry."
He continued, "Changwon, where jobs and housing coexist, is the greatest city left by former President Park Chunghee," and said, "If Gyeongnam, Busan, and Ulsan are integrated in the future, it will become a remarkable self-sufficient city rivaling the Seoul metropolitan area."
He went on to say, "Only if Changwon continues to grow vigorously can Korea move forward into the future," pledging, "I will ensure that Changwon develops further and advances with even greater strength."
He stated, "I have promised that if I become president, I will never impose martial law," and added, "I will also make sure that impeachment never happens, and that the economy grows with more jobs," before bowing deeply to voters alongside local National Assembly members.

He then declared, "I will be a clean president, a president who creates many jobs and advances science, technology, and industrial economy, a president for the common people who wipes away their tears, a welfare president, and an education expert president who eliminates concerns about private tutoring."
Kim also mentioned that before the rally, he visited the National March 15 Democratic Cemetery, saying, "People like martyr Kim Juyeol built this country's liberal democracy with their blood, sweat, and tears," and emphasized, "We must start another democratization movement."
He appealed for support, saying, "Citizens of Changwon, who possess the great spirit of March 15 democracy, must prevent Korea from falling into dictatorship and firmly establish democracy."
He added, "Kim Moonsoo alone has no power, nor do members of the National Assembly. You must vote," urging participation in both early voting and the main election.
He said, "It is better to vote early than not to vote at all. I will also participate in early voting," and reassured, "We are thoroughly monitoring everything, so rest assured."
He emphasized, "If you suspect any irregularities in early voting, report them immediately," and added, "If we catch anything, we can overturn the situation right away."
