Gyeonggi Province Approves Bundang and Ilsan Basic Plans... Full-Scale Maintenance Begins for All Five First-Generation New Towns

The basic maintenance plans for the aging planned cities of Bundang in Seongnam and Ilsan in Goyang, both located in Gyeonggi Province, have been approved.


On May 27, the Gyeonggi Provincial Government announced that it had completed the establishment of basic maintenance plans for all five first-generation new towns in the province, including Bucheon Jungdong, Gunpo Sanbon, Anyang Pyeongchon, as well as Seongnam Bundang and Goyang Ilsan, following a review by the Gyeonggi Urban Planning Committee.


The newly approved basic maintenance plans, based on the Special Act on the Maintenance and Support of Aging Planned Cities, serve as a medium- to long-term blueprint to address declining urban functions, aging infrastructure, and deteriorating residential environments, and to redevelop these areas into sustainable, future-oriented cities.


With this approval, Gyeonggi Province has presented tailored maintenance directions for each city and established an institutional foundation to accelerate the formulation of special maintenance plans, including for 15 leading districts within the first-generation new towns (to be selected in November 2024).

During the process of establishing the basic maintenance plans, Gyeonggi Province worked closely with relevant local governments, held working-level consultations, and operated pre-advisory and research groups to develop review guidelines for the Urban Planning Committee. This not only enhanced the completeness of the plans but also significantly shortened the approval period. These consultative procedures will be expanded to other aging planned cities currently preparing basic plans, such as Suwon, Yongin, other areas of Goyang (outside Ilsan), and Ansan.


Gyeonggi Province expects that the approval of these basic maintenance plans will allow for the restructuring of the functions and spatial structure of the aging first-generation new towns, thereby enhancing overall urban competitiveness in areas such as housing, transportation, and employment.


Son Imseong, Director of Urban Housing at the Gyeonggi Provincial Government, stated, "From the initial implementation of the special act, we have maintained close communication with the Ministry of Land, Infrastructure and Transport and each local government to ensure the timely approval of the basic maintenance plans for the first-generation new towns." He added, "Gyeonggi Province will continue to actively support the smooth progress of projects in other aging planned cities that are currently preparing their own basic maintenance plans."
