The regular meeting was attended by Lee Gangdeok, Mayor of Pohang; Kim Dugyeom, Mayor of Ulsan; Joo Nakyoung, Mayor of Gyeongju; as well as the deputy mayors and directors-general from the three cities, and about 40 participants in total. They discussed ways to promote mutual cooperation and joint development among the three cities.


During the meeting, a comprehensive review was conducted of the 43 ongoing joint cooperation projects based on the "2025 Haeoreum Alliance Urban Development Implementation Plan" established last month. The participants also checked the progress of major projects related to new growth industries, including the establishment of the Haeoreum Alliance as a global hub for secondary batteries, the creation of a global hydrogen megacity, the development of a national Urban Air Mobility (UAM) techno-business belt, and the construction of the Pan-East Sea marine tourism line.


Additionally, new research projects being launched this year to strengthen policy capabilities were reported.


The Haeoreum Alliance plans to collaborate with the Korea Research Institute for Local Administration to conduct research on "Identifying Joint Response Tasks for Government Policies and Public Contest Projects." The tasks identified through this research will be strategically utilized in responding to next year's government public contest projects.


There was also discussion on operating the "Haeoreum Alliance Advisory Group," which will gather expert opinions during the implementation of joint projects to maximize their effectiveness.


The advisory group will consist of 12 experts?four from each city?in three fields: economy/industry/marine, urban infrastructure/disaster prevention, and culture/tourism. The group will provide advice on major projects and policies of the Haeoreum Alliance and support the development of effective strategies and project implementation.


Mayor Lee Gangdeok stated, "The need for ultra-wide area cooperation is increasing for balanced national development and to strengthen regional competitiveness. By establishing an advanced industrial belt that connects core new industries such as secondary batteries, hydrogen, and nuclear power based on an ultra-wide area transportation network, we will strive to improve the quality of life for the 2 million citizens of the Haeoreum Alliance and become Korea’s leading consultative body representing the era of local autonomy."

The three cities of Pohang, Ulsan, and Gyeongju will continue their ongoing cooperation based on the Haeoreum Alliance, and actively pursue new investment attraction, job creation, and revitalization of the local economy.
