Establishing a Governance for Cooperation Between Free Online Academic Journal Publishers and AI Companies
Operating a Working-Level Consultative Body and Supporting Collaboration

The National Library of Korea announced on May 26 that it will establish an "Open Access Scholarly Information-Based AI Cooperation Governance" and launch a working-level consultative body to implement it, aiming to foster mutually beneficial cooperation between domestic free online academic journal publishers and AI companies.

This collaboration is intended to secure highly reliable AI training data and to enhance the value of utilizing open access (OA) scholarly information. Through the operation of the working-level consultative body, the National Library of Korea plans to coordinate and support the cooperative structure between academic institutions and AI companies.


Academic journal publishers participating in the governance will provide open access scholarly information as training data to domestic AI companies. In return, AI companies will offer various forms of support, including promoting research achievements and providing access to AI-based new technologies and services. In addition, the National Library of Korea plans to build the JATS XML full text of these journals using the 2025 supplementary budget. JATS XML refers to a standard format for archiving and distributing scholarly articles, developed by the National Library of Medicine in the United States.


More than 20 domestic academic journal publishers and major AI companies are expected to participate. Starting next month, applications for participation will be accepted through the OAK National Repository website, with plans to further expand the governance. OAK (Open Access Korea) refers to an industry-academia-research knowledge consortium led by the National Library of Korea, which promotes free access to and use of domestic online scholarly information.


Kim Sujeong, Director of the Digital Information Planning Division at the National Library of Korea, stated, "Through this collaboration, we expect not only to vitalize open access in Korea, but also to contribute to strengthening national competitiveness by securing highly reliable training data for the advancement of AI technology."
