Gyeonggi Province Expands Consulting for Apartment Long-Term Repair Plans... Aims to Prevent Safety Accidents and Disputes

Starting in June, Gyeonggi Province will provide expert consulting support for the initial establishment of long-term repair plans for all apartment complexes subject to mandatory management within the province. Previously, this support was only available to apartment complexes that applied for consulting.


On May 26, Gyeonggi Provincial Government announced that it would expand expert consulting support to all apartment complexes undergoing use inspection (completion approval) in order to help facilitate a more systematic approach to long-term repair planning.


A long-term repair plan is a blueprint for the replacement and maintenance of major facilities in the common areas of apartment complexes. The problem is that if the establishment or review of the long-term repair plan is inadequate, it can lead to insufficient accumulation of long-term repair reserves, resulting in poor management of the apartment complex, as well as potential safety accidents and disputes.


In response, Gyeonggi Province plans to ensure the effectiveness and appropriateness of these plans by actively guiding mayors and county governors, who are responsible for use inspections of apartment complexes, to utilize expert consulting from the very first stage of establishing the long-term repair plan when applying for use inspection.

Hong Ilyoung, head of the Apartment Housing Division at Gyeonggi Provincial Government, stated, "Although there has been a good system in place for experts to verify the appropriateness of long-term repair plans, many apartment complexes have established these plans without sufficient review because they were unaware of how to apply for consulting. We will do our utmost to ensure that all long-term repair plans for apartment complexes subject to mandatory management that are completed in the province are appropriately established, so that residents' rights and interests are protected and a pleasant residential environment is created."


Meanwhile, the Gyeonggi Province Apartment Housing Management Advisory Group provides field-oriented consulting in various areas, including administrative management, accounting, labor management, long-term repair planning, and safety management. For initial long-term repair plan establishment, experts such as architects and engineers participate to conduct in-depth reviews of the plan's appropriateness.


Due to cases where inadequately established long-term repair plans have been handed over to management entities?forcing resident representative councils and management entities to rewrite the plans at additional cost, or causing safety management issues due to insufficient long-term repair reserves?since February, Gyeonggi Province has also been offering review and adjustment consulting for long-term repair plans of existing apartment complexes, in addition to new ones.


In particular, to enhance the effectiveness of the system, the province has provided guidance to each city and county to review whether the criteria for establishing long-term repair plans, such as the quantity of construction items required by relevant laws, are being reflected in advance, and has shared case studies from Gyeonggi Province. Furthermore, the province has suggested to the Ministry of Land, Infrastructure and Transport the introduction of an approval process for long-term repair plans by mayors and county governors, as well as allowing expert institutions to review the plans if necessary, as part of institutional improvements.
