Park Sungho: "Comprehensive Regulatory Overhaul Lays the Foundation for the Next 20 Years"

The Busanjin-Hae Economic Free Zone Authority (headed by Park Sungho) has completely overhauled its regulations for the Busanjin-Hae Economic Free Zone in order to enhance administrative efficiency and expedite administrative processes.


Following an organizational restructuring that took place just two months after Park Sungho assumed office as head of the Authority in January, this comprehensive revision of regulations marks another step toward innovation for the next 20 years.


Since March, the Authority has been working on revising its regulations. With legal advice from an advisory attorney, it has revised 20 out of 38 regulations. As a result, the Authority has established 28 regulations and 16 enforcement rules.


This revision aligns with local government ordinances and rules, and involved amending five regulations?including those on the establishment of administrative organizations, the staffing of civil servants, and official certification?by separating and subdividing them into regulations and enforcement rules. Additionally, 11 regulations, such as those on the delegation of administrative authority and the transfer and acceptance of duties, have been abolished and converted into enforcement rules.


Previously, procedures such as changing the names of departments or adjusting staff numbers below grade 5 required review and approval by the council, resulting in lengthy procedures and delays. With this comprehensive overhaul of the regulatory system, the Authority can now respond more quickly to administrative demands and changing circumstances.


Furthermore, the regulation governing the delegation of administrative authority?which defines the division of work and approval authority within the Authority?was previously subject to council review and approval, unlike the regulatory systems of metropolitan cities and provinces. By converting this into an enforcement rule, the Authority’s executive body can now make flexible adjustments, enabling more responsible administration.


In addition, the Authority will newly establish the "Regulation on the Establishment and Operation of the Policy Advisory Committee." Through this committee, the Authority plans to actively gather input from experts in various fields and businesses on key issues and policy processes that will shape the next 20 years of the zone. This is expected to enhance both policy efficiency and administrative reliability.


Park Sungho stated, "The comprehensive revision of regulations will provide a solid foundation for the Authority to move forward vigorously into the next 20 years," adding, "We will do our utmost to enhance administrative responsiveness and take timely actions so that the Busanjin-Hae Economic Free Zone can emerge as a central hub in global logistics."
