This administrative enforcement targeted an establishment that continued to operate despite Paju City's strong administrative measures against illegal prostitution activities. A total of 35 personnel, including staff from Paju City, the fire department, and the police, as well as equipment, were mobilized, and the demolition of the illegal waiting room was completed within a single day.

The building owner of the establishment in question had refused the city's actions by repeatedly filing administrative appeals and lawsuits, claiming not to be the actual owner of the building. However, the city conducted a thorough on-site investigation and proved that the building owner was indeed the actual owner, which led to the voluntary withdrawal of the administrative lawsuit.

As of now, out of 82 buildings in the district subject to administrative enforcement, a total of 74 buildings, or 90%, have been addressed, including 28 buildings through administrative enforcement (including partial demolitions), 41 buildings through voluntary correction by owners, and 5 buildings demolished after being purchased by the city. Due to the strong administrative measures, which include repeated imposition of compulsory fines, the number of operating establishments continues to decrease.

A Paju City official stated, "The targeted establishment has persistently engaged in illegal prostitution within the district, and this administrative enforcement demonstrates the city's unwavering commitment to not tolerating illegal prostitution operations." The official emphasized, "We will continue to mobilize all administrative measures, including ongoing administrative enforcement and repeated imposition of compulsory fines, to achieve the closure of the red-light district within the year, and will maintain rigorous efforts to address illegal buildings."
