The Ministry of Culture, Sports and Tourism announced that, in celebration of the '2025 World Culture and Arts Education Week (May 22?28)', it will hold a policy seminar on May 22 and an international forum on May 23 at the Bluesquare Multi-Complex Space NEMO, in cooperation with the Korea Arts and Culture Education Service.
The policy seminar on May 22 will be held under the theme of 'A New Paradigm for Culture and Arts Education Shaping the Future.'
This year marks the 20th anniversary since the government began to actively implement culture and arts education policies, following the enactment of the 'Culture and Arts Education Support Act.' The Ministry has established and pursued related policies through the '1st Comprehensive Plan for Culture and Arts Education (2018?2022)' and the '2nd Comprehensive Plan for Culture and Arts Education (2023?2027).' However, as society is rapidly changing due to factors such as aging population, declining school-age population, regional extinction and widening regional disparities, as well as increasing leisure time among the public, there are growing calls to reconsider the value and effectiveness of culture and arts education, and to contemplate policy shifts and new directions.
This seminar will feature presentations including: ▲ Kim Hyein, Research Fellow at the Korea Culture & Tourism Institute, on the 2nd Comprehensive Plan for Culture and Arts Education and its direction in response to social changes; ▲ Koo Moonmo, Commissioner at the Arts Council Korea, on transitioning to a public-private cooperation model for sustainable arts education; ▲ Lee Miyeon, Commissioner at the Presidential Committee for Balanced National Development, on strategies to revitalize local regions through culture and arts education; and ▲ Kim Jahyun, Director at the Korea Arts and Culture Education Service, on new directions for professional talent and content in culture and arts education. Afterwards, a comprehensive discussion will be held on the 20-year history of culture and arts education policy, social changes, and current policy issues, moderated by Kim Sehoon, Professor at Sookmyung Women's University.
The theme of the international forum on May 23 is 'Innovating Arts Experiences and Cultural Spaces for Children and Families of the Future Generation.' Kim Bungnyun, Professor at Seoul National University Children's Hospital, will give a presentation on 'The Impact of Culture and Arts Education and Activities on Children's Mental Health and Brain Development.' This will be followed by case studies from France, the United Kingdom, and Finland on 'Arts Experiences and New Spaces for Children and Families of the Future Generation.' Presenters include Jasmine Frank (Director of La Villette, France), Catherine Littman Smith (Team Leader at the Victoria and Albert Museum of Childhood, UK), Aleksi Balta (Executive Director at the Finnish Association for Children's Culture), Jamie Sudra, and Anna Russell (Partners at Assemble, UK). A discussion with the case presenters will follow, moderated by Cho Kyungjin, Professor at Seoul National University. The international forum will also be available for online participation via the Korea Arts and Culture Education Service's official YouTube channel.
In addition, a variety of events will be held nationwide to mark World Culture and Arts Education Week. Lee Jungwoo, Director-General for Culture and Arts Policy at the Ministry of Culture, Sports and Tourism, stated, "At a time when most of the increasing leisure time is being consumed by snack culture, such as social media (SNS) and short-form videos, there is a need for serious social reflection on leisure." He added, "Culture and arts education not only enables people to actively experience culture and the arts in their daily lives, thereby improving individual quality of life, but also has a positive impact on society as a whole. We will continue to discover and promote a variety of policy initiatives in the future."
