The redevelopment plans for Mokdong Complex 4 and Mokdong Complex 10 have been finalized, with Complex 4 set to reach up to 49 stories and Complex 10 up to 40 stories. Out of the 14 Mokdong complexes, 7 have completed the process of being designated as redevelopment zones. The Seoul Metropolitan Government has announced its intention to finalize redevelopment plans for all Mokdong complexes.


On May 22, the Seoul Metropolitan Government stated that it had convened the 4th Urban Planning Committee and the Subcommittee on Expedited Integrated Planning Redevelopment Projects, where it approved, with modifications, the designation of redevelopment zones, redevelopment plan decisions, and landscape review proposals for Mokdong Complex 4 and Complex 10.

Mokdong Complex 4, located at 904 Mokdong, Yangcheon-gu, Seoul, was built in 1986 and currently consists of 16 buildings with a total of 1,382 units. After redevelopment, it will be reborn as a complex with up to 49 stories and 2,436 units, including 293 rental units.


The site is conveniently located near Omokgyo Station and Mokdong Station on Line 5, as well as Mokdong's central commercial district, which includes department stores and large supermarkets. Once the project to create a park above the National Assembly-daero, currently underway to the south of the site, is completed, additional recreational space for residents will be provided. The National Assembly-daero park project aims to create a linear green space connecting Mokdong Complexes 1 through 4 and the area around the combined heat and power plant to Anyangcheon.

A neighborhood park will be created along Mokdong Jungang-ro, and an underground public parking lot will be built to serve both residents of nearby low-rise neighborhoods and visitors to the National Assembly-daero park.


Taking into account the continuously increasing elderly population, the city has also mandated the installation of a social welfare facility (daycare center) to provide professional daytime or nighttime care services within the area.


Mokdong Complex 10 to Be Transformed into Up to 40 Stories and 4,050 Units

Located near Sinjeongnegeori Station on Line 2, Mokdong Complex 10 has finalized a redevelopment plan to build up to 40 stories, 4,050 units (including 525 rental units), and various welfare facilities. This complex, situated at 310 Sinjeong-dong, Yangcheon-gu, Seoul, was built in 1987 and currently comprises 34 buildings with 2,160 units.


It passed the review for redevelopment zone designation just 11 months after the first expedited integrated planning consultation in June 2024. Because Mokdong Complex 10 falls within the approach surface area of Gimpo Airport, height restrictions have been applied, limiting the maximum height to 40 stories after redevelopment.


Mokdong Complex 10 is surrounded by Yangmyeong Elementary School, Sinseo Middle School, and Sintree Park. A neighborhood park will be created along Jungang-ro 32-gil, on the north side of the site, to secure pedestrian and recreational space connected to the existing urban area.

The Seoul Metropolitan Government is proceeding with reviews and other processes with the goal of finalizing redevelopment plans for all 14 Mokdong complexes within this year. The Mokdong district apartment redevelopment project has been promoted through expedited integrated planning (fast-track) consultations, and on average, redevelopment plans have been finalized within 11 months of the initial consultation.


According to Seoul's housing supply plan for Mokdong and Sinjeong-dong, the Mokdong new town, which currently consists of approximately 26,000 units, will be transformed into a total of 47,000 units once the redevelopment project is completed. Mokdong Complex 6, which is progressing the fastest, is awaiting approval for the establishment of its cooperative, while Complexes 8, 12, 13, and 14 have completed public notification of their redevelopment zone designation.


With the implementation of the "Reconstruction Fast-Track Act" next month, which allows the establishment of cooperative formation committees prior to redevelopment zone designation, complexes planning to pursue redevelopment through the cooperative method are also expected to accelerate their projects.


The Seoul Metropolitan Government stated, "With the modified approvals from this Urban Planning Committee Subcommittee, Mokdong Complexes 4 and 10 will proceed to public notice of their redevelopment plans, undergo integrated review of the redevelopment projects, finalize architectural plans, and swiftly move forward with the projects."
