Redefining Jungnang's Identity, Strengthening Self-Sufficiency, and Creating a Sustainable Urban Space
Urban Spatial Strategies to Establish Jungnang as a Key Hub in Northeastern Seoul
Jungnang District (District Mayor Ryu Gyeonggi) held a kick-off meeting for the 'Jungnang District Urban Development Master Plan' service on May 20, marking the start of efforts to establish a long-term and mid-term urban planning vision and implementation strategies for the district.
The district initiated this plan in March 2025 to proactively and flexibly respond to changes in government and Seoul city urban policies, such as spatial innovation zones, railway undergrounding, and the major Gangbuk renovation. The goal is to establish a mid- to long-term master plan looking ahead to 2040, reflecting Jungnang's unique resources and potential. The plan aims to strengthen connectivity between regions and to develop a vision for transforming Jungnang into a self-sustaining city.
In particular, the district intends to build a comprehensive urban management system by organically linking ongoing housing projects and appropriately allocating living SOC (Social Overhead Capital) facilities. Additionally, the district will promote local economic revitalization through strategic development plans aligned with future government and Seoul city policies. To this end, a consultative body consisting of residents and experts will be formed to facilitate a bottom-up planning process and build consensus on policy direction.
During the meeting, participants discussed the future vision of a 'Jungnang-like city' based on regional status analysis and a diagnosis of conditions in each living zone. Expert consultations proposed feasible core projects, including: ▲ integrated development of the already-started GTX-B station and surrounding railway areas ▲ utilization of the Sinnae train depot site ▲ development of Sangbong and Mangu station areas ▲ ongoing undergrounding of the Dongbu arterial road and creation of a park above it ▲ establishment of a 'Greenway' along the Jungnangcheon stream.
Going forward, the district will recruit a citizen urban planning group to incorporate residents' opinions, and will finalize the plan by the end of 2026 through interim reports and public briefings.
Ryu Gyeonggi, Mayor of Jungnang District, stated, "This plan is an important opportunity to shed new light on Jungnang's potential and urban assets and to prepare for the next 20 years." He added, "We will concretize a blueprint to transform Jungnang from a residential-centered area into a self-sustaining, mixed-use city, and establish it as a gateway city representing northeastern Seoul."
