The Gyeongbuk Office of Education (Superintendent Lim Jongshik) announced on May 21 that it will operate both a 'Personnel Public Hearing' and an 'Online Personnel Consultation Service' in May to gather feedback from the field regarding the personnel system for kindergarten and elementary school teachers.
The Gyeongbuk Office of Education has been holding personnel public hearings in odd-numbered years and on-site personnel consultations in even-numbered years. This year, the office has established a demand-centered consultation system that combines both in-person and online services, thereby improving accessibility and satisfaction for teachers.
The Personnel Public Hearing will be held in four regions: the Eastern region (May 21 at Pohang Office of Education), the Southern region (May 23 at Gyeongsan Office of Education), the Western region (May 28 at Sangju Office of Education), and the Northern region (May 27 at Andong Office of Education). Approximately 30 participants, including principals and vice principals, kindergarten and elementary school teachers (including non-homeroom teachers), educational professionals, and representatives of teachers' organizations from each region, will attend each hearing to discuss a wide range of opinions regarding revisions to personnel management guidelines, such as promotions and transfers.
The existing 'On-site Personnel Consultation' has been converted this year into an 'Online Personnel Consultation Service,' allowing for remote consultations via telephone and internal email.
The period until May 23 is designated as an intensive consultation period, during which any kindergarten or elementary school teacher wishing to do so can participate in in-depth consultations on all aspects of personnel matters, including promotions and transfers. This online consultation service is focused on minimizing time and location constraints for teachers and enhancing the efficiency of in-depth consultations.
Feedback collected through these public hearings and consultations will be practically reflected in personnel operations. Matters requiring system improvement will be thoroughly reviewed by the personnel committee in the future.
Lim Jongshik, Superintendent of the Gyeongbuk Office of Education, stated, "I hope that by directly listening to the vivid voices from the field through the Personnel Public Hearing and Online Personnel Consultation, we can realize proactive personnel administration that reflects these insights in our policies." He added, "We will continue to build a warm educational environment in Gyeongbuk so that teachers can focus on education with stability and fairness in personnel management."
