"Raising Integrity"... Geumcheon-gu Implements Empathy-Based Training

Geumcheon-gu, Seoul (District Mayor Yoo Seonghun), announced that it has conducted various forms of training to strengthen integrity in administration, including the Cheongnyeom Live Concert and special lectures on human rights and integrity featuring prominent figures.


At 2 p.m. on May 20, the district held the "2025 Cheongnyeom Live Concert" for all staff members at Geumnarae Art Hall. The event was designed to move away from simple, didactic training and instead incorporated elements of culture and the arts to foster empathy, raise awareness of integrity, and encourage voluntary practice.


Specifically, the program included: ▲ "Cheongnyeom Pansori Sinheungboga," a reinterpretation of traditional pansori; ▲ "Cheongnyeom Special Lecture," which focused on vivid, real-life cases; and ▲ "Cheongnyeom Gala Show," a musical-style performance that added emotional resonance. The event was held over approximately two hours with a rich and diverse program.


Staff members who participated in the concert shared their impressions, saying, "It was a great opportunity to realize that integrity is not difficult," and "The combination of performances and case-based lectures made it easy to understand the meaning of integrity."


Since 2023, Geumcheon-gu has actively incorporated cultural and artistic elements into its integrity training. Moving away from traditional, rote education, the district has developed integrity education content in various formats, including theater, sand art, and pansori. The district has received positive feedback, stating that this approach helps staff naturally accept and practice the value of integrity.


Earlier, on May 15, a "Human Rights and Integrity Education" session was held at the Geumcheon-gu District Office auditorium, featuring a lecture by Professor Emeritus Cho Hyoje of Sungkonghoe University. Approximately 200 senior officials, including team leaders and higher-ranking public servants, attended the session.


The training was conducted under the theme "Climate Disaster and Human Rights, the Role of Local Governments, and Creating a Human Rights-Friendly Organizational Culture." The importance of the code of conduct for public officials in ensuring fair job performance was particularly emphasized. Guidance was provided on the prohibition of abuse of authority based on official position and the prevention of unjust work orders.


Yoo Seonghun, Mayor of Geumcheon-gu, stated, "Integrity is a core value that public officials must internalize," and added, "We will continue to develop training programs that elicit empathy and participation from our staff and do our utmost to create a 'Cheongnyeom Geumcheon' where voluntary practice of integrity is realized."
