A Total of Six Top Grades (SA) in the 7th and 8th Administrations,
Proving Trust with Five Consecutive Years of Highest Pledge Fulfillment
Transparent Pledge Implementation System Based on Resident Participation and Communication Highly Praised
Jungnang District (District Mayor Ryukyung Ki) achieved the highest grade (SA) in the "2025 National Basic Local Government Head Pledge Implementation and Information Disclosure Evaluation" organized by the Korea Manifesto Implementation Headquarters, marking a remarkable achievement of receiving the top grade for five consecutive years.
This accomplishment was the result of collaboration with residents, based on trustworthy administration, and reflects the high evaluation of the district’s overall governance.
The "National Basic Local Government Head Pledge Implementation and Information Disclosure Evaluation" is conducted annually by the Korea Manifesto Implementation Headquarters (hereafter Manifesto Headquarters). This year’s evaluation reviewed five areas as of the end of December 2024: completion of pledges, achievement of 2024 goals, resident communication, web communication, and consistency.
The evaluation results are classified into five grades (SA, A, B, C, D). Jungnang District received a total score of over 87 points in this evaluation, earning the highest grade, SA.
Previously, the district received the highest grade twice in a row in the "Pledge Implementation Plan Evaluation" in 2019 and 2023. In the "Pledge Implementation and Information Disclosure Evaluation" based on the implementation plan, Jungnang District was selected for the highest grade four times (2021, 2022, 2024, 2025). Since the launch of the 7th and 8th popularly elected administrations, the district has achieved the highest grade (SA) a total of six times, including 2019 and from 2021 to 2025, marking five consecutive years.
Major pledge projects of the district include: doubling the school education support budget to 16 billion won, promoting redevelopment projects for low-rise residential areas, and operating Jungnang Masil. As of the end of March 2025, the district had completed 89 out of 124 total pledges, achieving an implementation rate of 71.8%.
In the process of promoting pledge projects, the district has prioritized democracy and transparency as its core values and has made various efforts to strengthen communication with residents. The district website provides channels for resident participation, such as policy proposals and resident surveys, to collect opinions from residents. The status of pledge project implementation and details of communication with residents are also transparently disclosed.
Additionally, the district operates a "Resident Pledge Evaluation Group" composed of randomly selected residents to regularly share the status of pledge implementation. When changes to project plans are required during the implementation process, the evaluation group reviews them, establishing a system in which residents can take the lead in all stages of pledge implementation.
Ryukyung Ki, Jungnang District Mayor, stated, "A pledge is a promise to the residents, and the fact that Jungnang District has kept that promise makes this evaluation result especially meaningful." He added, "We will continue to do our best to create a trustworthy administration and a district full of pride, based on the interest and participation of our residents."
