The 'Partial Amendment to the Gumi City Council Legal Advisor Operation Ordinance,' proposed by Geunhan Kim, a proportional representative member of the People Power Party in the Gumi City Council, was passed in its original form at the 2nd plenary session of the 287th extraordinary meeting.

The key points of this amendment are the introduction of a reappointment limit and a new regulation restricting concurrent positions for legal advisors. These changes were made to address concerns that the long-term consecutive appointments of legal advisors have hindered the provision of objective and neutral legal services, and to resolve fairness issues among attorneys.


This measure follows the Anti-Corruption and Civil Rights Commission's recommendation on July 4 of last year, after conducting a corruption impact assessment on ordinances and related regulations of 86 basic local councils nationwide. The commission recommended improvements for 1,411 corruption-inducing factors.


Geunhan Kim stated, "The Gumi City Council has continuously worked to promote integrity and prevent corruption," adding, "With this amendment, we will be able to further enhance the council's legislative capabilities by working with legal advisors who possess objectivity, neutrality, and expertise."


With this ordinance revision, the transparency and professionalism of the operation of legal advisors in the Gumi City Council are expected to be further enhanced.
