The Chungnam Office of Education has begun administrative procedures to establish regulations for the transfer management of educational public employees.
Jongguk Lee, Director of the Administration Bureau, held a press conference at the Chungnam Office of Education on the 20th and announced, "From the 21st to the 10th of next month, we will conduct a 20-day legislative notice through the Chungnam Office of Education website and collect opinions from the educational community."
The main contents include: ▲the purpose of transfers, ▲the scope of application, ▲transfer planning and implementation, ▲general principles, ▲timing of transfers, ▲special cases for transfers, and ▲advance notice.
The regulations stipulate that criteria related to the transfer of educational public employees will apply to those who have worked continuously for more than five years at the same level of institution. Starting from September 1 of next year, regular rotational transfers will be implemented every March 1 and September 1.
Opinions proposed regarding the draft regulations for the transfer management of educational public employees at the Chungnam Office of Education, submitted through this legislative notice, will be reviewed internally to determine whether they will be reflected in the final version.
After legal review, the regulations are scheduled to be promulgated in July. A one-year grace period will be provided to minimize confusion among educational public employees working at various institutions.
Currently, since 2013, 16 out of 17 metropolitan and provincial offices of education, excluding the Chungnam Office of Education, have implemented regular rotational transfers. Among these, members of the educational community, including faculty and staff, are requesting the transfer of educational public employees.
Jongguk Lee explained, "We submitted consultation items to the labor union twice in 2022 and three times in 2023, but they were rejected. The demands of each union differ by job category, totaling around 247 items. The Chungnam Office of Education has accepted some of these, proposed modifications to others, and is still making efforts to reach an agreement."
He added, "Negotiations are not progressing regarding wages and welfare, which is why the union is refusing. This is not a situation where we can proceed unilaterally. We will continue to pursue discussions."
