Busan Office of Education Signs Agreement on High School-University Credit Recognition System

Earn Credits Recognized by Both High Schools and Universities
by Taking University Courses

The Busan Metropolitan Office of Education is launching a full-scale high school-university credit recognition system in partnership with local universities.


On May 19, the Busan Metropolitan Office of Education (Superintendent Kim Seokjun) signed the "2025 Academic Year High School-University Credit Recognition System Agreement" with Pusan National University and Busan University of Foreign Studies at the main conference room of the Office of Education.

This agreement aims to promote educational collaboration between high schools and universities and to provide students with more diverse learning opportunities. In accordance with the "High School-University Credit Recognition System Establishment and Operation Plan" announced by the Ministry of Education in December 2024, the Office of Education is taking the lead in implementing this initiative.


This year, five out of the 17 metropolitan and provincial offices of education nationwide, including Busan, have been selected as priority participants.


The "High School-University Credit Recognition System" allows high school students to earn high school credits (up to 8 credits) by completing university-level courses, and these credits can also be recognized as university credits if the student enrolls in the respective university. Grades will be recorded in the school life record without letter grades or raw scores, listing only the credit, course name, and learning content.


The Office of Education will support the opening of courses based on student demand, form a joint management committee with the universities to oversee course approval and operation, and take charge of the overall administration, including budget support for course operation, guidance on course registration, and credit processing.


Pusan National University and Busan University of Foreign Studies will be responsible for course development and operation, establishing credit recognition standards, and transmitting course completion results. Three customized courses for high school students will be offered starting from the summer vacation: "Modern Physics and the Big Bang Universe" at Pusan National University, "Learning Japanese Language and Culture through Video" at Busan University of Foreign Studies, and "Exploring American Culture in English." Each course is worth 2 credits.


Course registration will be available from June 9 to June 23 through the "Busan School Cooperative Curriculum Integrated Management System."


Superintendent Kim Seokjun stated, "Through collaboration with local universities, we can reduce the burden on schools and expand students' options," adding, "We hope this will help establish the high school credit system and enhance the appeal of local universities."
