Uljugun in Ulsan has once again demonstrated the transparency and effectiveness of its 8th popularly elected administration's pledge implementation.
Uljugun received the highest rating, SA grade, in the "2025 National Basic Local Government Heads' Pledge Implementation and Information Disclosure Evaluation" organized by the Korea Manifesto Implementation Headquarters, and was selected as the top basic local government for the third consecutive year.
This evaluation was conducted over 90 days, targeting basic local governments nationwide. Comprehensive scores were given across five categories: pledge completion, achievement of 2024 goals, resident communication, web communication, and consistency. Ratings were assigned in six levels, from SA to F. Uljugun received consistently high scores in all categories, earning the top grade. Among basic local governments in the Ulsan region, Uljugun is the only one to have received the SA grade for three consecutive years.
Since the launch of the 8th administration, Uljugun has systematically pursued its pledges based on concrete action plans. Out of a total of 97 pledge projects, 53 have already been completed, with an average pledge implementation rate reaching 77%. In addition, the "Ulsan Uljugun Mayor’s Pledge Management Ordinance," enacted last year, has established an institutional foundation for pledge implementation. The ordinance also made it mandatory to undergo resident review procedures when modifying pledges, further enhancing transparency.
County Mayor Lee Soongul stated, "This result comes from faithfully pursuing our pledges to keep our promises with the residents," and added, "Going forward, we will focus on implementing practical pledges that residents can truly feel, expanding resident participation throughout the entire process to realize a trustworthy administration."
