Pledge Implementation Rate at 63%, 10 Percentage Points Higher Than the National Average
Kim Myunggi: "Fulfilling Promises Is the Most Important Value in County Administration"
On May 19, Hoengseong County in Gangwon Special Self-Governing Province (Governor Kim Myunggi) announced that it had received an "Excellent" grade in the "2025 Eighth Popularly Elected Local Government Heads’ Pledge Implementation Evaluation," demonstrating that the county is faithfully fulfilling the pledges made to its residents.
According to the "2025 National Basic Local Government Head Pledge Implementation and Information Disclosure Evaluation Results" released by the Korea Manifesto Implementation Headquarters, Hoengseong County received an "A grade," the excellent grade, in the comprehensive evaluation for the second consecutive year.
The Pledge Evaluation Team of the Korea Manifesto Implementation Headquarters evaluated 226 basic local governments nationwide from February, based on the status of pledge completion as of the end of last year, achievement of 2024 pledge goals, resident communication, web communication, and pledge consistency. The results were classified into six grades, from SA grade to F grade.
As of the third year of the eighth popularly elected administration, Hoengseong County has completed 63 out of 100 major pledges, achieving a pledge implementation rate of 63%, which is 10% higher than the national average of 53.05%, thereby making its pledges a reality.
Hoengseong County has operated a pledge implementation evaluation team, finalized pledge projects, established action plans, and disclosed progress on a quarterly basis, ensuring resident participation in all processes and making efforts to communicate with residents by disclosing the progress.
Kim Myunggi, Governor of Hoengseong County, stated, "Keeping promises made to the residents of Hoengseong is the most important principle and value of county administration," and added, "Based on the results of this evaluation, we will further address any shortcomings and continuously strengthen residents’ trust in the county government."
