Jung-gu Residents in Seoul to Receive 50% Discount on Namsan Tunnel No. 1 and No. 3 Congestion Charge

Starting from the 2nd of next month, residents of Jung-gu, Seoul will receive a 50% discount on the Namsan congestion charge when using Namsan Tunnel No. 1 and No. 3. Eligible residents will only need to pay 1,000 won at the site without any separate application process.


On May 19, the Seoul Metropolitan Government announced the promulgation of the “Ordinance on the Collection of Congestion Charges in Seoul Metropolitan City” reflecting these changes.

The Namsan congestion charge was introduced to alleviate traffic congestion in the city center. Since January 15 of last year, a fee of 2,000 won has been charged only to vehicles entering the city center through the tunnels.


However, the Seoul Metropolitan Government decided to revise the ordinance to address the inconvenience experienced by Jung-gu residents living near the Namsan tunnels and to guarantee essential passage for daily life. The city created a new provision allowing a 50% discount on the congestion charge for privately owned vehicles registered to residents of Jung-gu, and submitted this amendment to the 330th temporary session of the Seoul Metropolitan Council, where it was passed as originally proposed.


The discount applies to privately owned vehicles whose registered place of use (garage address) is “Jung-gu, Seoul.” The information of eligible vehicles will be pre-registered in the congestion charge collection system, so Jung-gu residents will only need to pay 1,000 won at the site without any separate application process.


The registered place of use (garage address) for privately owned vehicles is the owner’s address on their resident registration. When a resident files a move-in report, the garage address is automatically updated to the new address. Yeo Jangkwon, Director of the Seoul Metropolitan Government’s Transportation Bureau, stated, “We will continue to strive to implement transportation policies that prioritize citizen convenience.”
