All-Out Response to Heat Waves and Heavy Rain... Geumcheon-gu Launches Comprehensive Summer Measures

Geumcheon-gu (District Mayor Yoo Seonghun) announced that it will implement its "Comprehensive Summer Measures" in full force until October 15, in preparation for summer disasters.


The initiative will focus on an all-encompassing response system that includes protecting vulnerable groups, inspecting areas at risk of flooding, and managing public health and safety.


According to the Korea Meteorological Administration, this summer is expected to have more hot days than average, with a high likelihood of localized heavy rain. In response, the district will establish a comprehensive response system across four key areas: heat waves, flood control, safety, and public health. A close-knit disaster safety network will be operated through collaboration among relevant departments.


For heat wave measures, the district will strengthen welfare checks, provide cooling supplies, and offer in-person health management for approximately 3,800 vulnerable individuals, including seniors living alone and the homeless. When a heat wave warning is issued, both text alerts and on-site visits will be conducted to enhance responsiveness. In addition, 94 cooling shelters and 9 public bathhouses will be operated to provide practical rest spaces, and heat mitigation facilities such as smart shades, cool roofs, and cooling fog systems will be expanded.


In the area of flood control, inspections will be intensified in flood-prone areas and 13 public parking lots, while a dedicated situation room will be operated for the collection of flood-related waste. In the event of severe weather, control personnel will be stationed on detour routes, and equipment and manpower for waste disposal will be secured in advance to enable swift recovery.


For safety, comprehensive inspections will be carried out at 310 construction sites and disaster-prone facilities. The district is also considering the introduction of an artificial intelligence (AI)-based prediction system for aging and hazardous facilities. Safety management will be reinforced with a focus on prevention, including voluntary inspections of not only public facilities but also private buildings. At industrial and construction sites, on-site safety guidelines such as mandatory use of protective equipment and securing cooling facilities for workers will also be implemented.


In the public health sector, an emergency quarantine system will be operated in preparation for major summer diseases such as malaria and waterborne infectious diseases, with strengthened activities to prevent food poisoning and manage the distribution of livestock products. A real-time reporting system to the Korea Disease Control and Prevention Agency will be operated through a heat-related illness emergency room monitoring system, ensuring rapid response to emergencies.


Yoo Seonghun, Mayor of Geumcheon-gu, stated, "As this summer is expected to bring more severe heat and heavy rainfall than in previous years, we will focus even more on disaster prevention and protection of vulnerable groups. All departments will work closely together to ensure that effective and tangible measures are implemented for the benefit of our residents."
