This evaluation was conducted for 226 basic local governments nationwide, based on five criteria: completion of pledges, achievement of goals, communication with residents, web communication, and consistency of pledges. Yangcheon District is currently pursuing a total of 86 pledges centered on five major goals for the 8th popularly elected administration (clean city, healthy city, safe city, warm city, and happy educational city), and has already completed 52 projects, which is 60.4% of the total.

In particular, the rate of securing financial resources necessary for pledge implementation stands at 72.31%, which is 29.2 percentage points higher than the national average of 43.11%. This figure also significantly exceeds the Seoul average of 43.66%. Major achievements in pledge implementation include resolving the rezoning issue for Mokdong Complexes 1 to 3, creating open green spaces (Mokdong Greenway), establishing the Yangcheon Education Support Center, and installing a roof at the Mokdong Tennis Court.

The district is also making efforts to ensure substantive communication with residents by operating a pledge implementation evaluation group, disclosing performance on its website, and holding local business briefing sessions.

Lee Gijae, Mayor of Yangcheon District, stated, "This achievement is the result of actively communicating and continuously working with both our staff and residents to fulfill our pledges, which are important promises to the community. We will continue to listen to residents' opinions and move forward swiftly with the remaining tasks."
