Gwangju City Earns 'Top' Grade in Pledge Implementation Evaluation
Achieves 55.1% Pledge Implementation Rate, Surpassing National Average
Introduces Citizen Jury System... Strengthens Trustworthy, Citizen-Participatory Administration

Gwangju City, led by Mayor Sae Hwan Bang, achieved remarkable results by earning the highest grade (SA) in the "2025 8th-term Local Government Head Pledge Implementation and Information Disclosure Evaluation."

According to Gwangju City on May 18, this evaluation was conducted by the Korea Manifesto Implementation Headquarters over approximately 90 days, targeting the heads of 226 local governments nationwide. The evaluation was based on five criteria: completion of pledges, achievement of 2024 goals, resident communication, web communication, and pledge consistency. The comprehensive scores were divided into six levels, ranging from SA to F.


Since the launch of the 8th-term local administration, Mayor Sae Hwan Bang has faithfully promoted a total of 89 pledge projects under the principle of "Promises to citizens must be kept." As a result, the city achieved a pledge implementation rate of 55.1% in this evaluation, surpassing the national average of 53.05%.


In particular, Mayor Bang introduced the "Pledge Implementation Monitoring Citizen Jury System" this year to enhance transparency in policy implementation and strengthen citizen participation, thereby promoting citizen-centered, trustworthy administration. These efforts served as a foundation for high scores across all evaluation categories.


Mayor Bang stated, "Achieving the SA grade is a valuable result created together by 420,000 Gwangju citizens and all public officials. Moving forward, we will listen even more closely to the voices of our citizens and thoroughly implement our pledges to deliver tangible results that citizens can experience."


Gwangju City plans to use this evaluation as an opportunity to accelerate the fulfillment of its promises to citizens in the latter half of the 8th-term administration and to continue working toward sustainable urban development.
