Jung-gu Achieves Highest "Best" Grade for Second Consecutive Year

Jung-gu District in Seoul announced on the 18th that it had received the highest honor for the second consecutive year by earning the "Best (SA)" grade in the "2025 8th Civil Election Pledge Implementation and Information Disclosure Evaluation" organized by the Korea Manifesto Implementation Headquarters.

Since the start of the 8th civil administration, Jung-gu has been promoting a total of 81 pledge projects across five major areas: a city where forests, people, and buildings become one; welfare and health that bring happiness to all generations; education that attracts people back; a vibrant economy; and citizen communication and harmony where residents are the owners.


By the end of last year, 58 of these projects had been completed, resulting in a pledge implementation completion rate of 71.6%. This figure surpasses the national average completion rates for basic local governments and Seoul's autonomous districts, which stand at 53.05% and 66.04%, respectively.


Major completed projects include the relaxation of Namsan height restrictions, operation of the Daehyeonsan Reservoir Park monorail, support for transportation and bathing expenses for seniors, securing parking facilities near Seonggwak-gil, and operating a communication channel with the district mayor. These initiatives have been highly praised for not only improving residents' daily lives but also laying the foundation for sustainable development and delivering tangible results.


In particular, the district is focusing on administrative efforts to enhance transparency and participation in the implementation of pledges through communication with residents. The district's official website continuously discloses the status of pledge implementation, and through the operation of the online communication platform "Ontong Jung-gu" and the "Resident Jury" system, the district actively collects residents' opinions and reflects them in policies, realizing "bottom-up governance."


As a result of these efforts, Jung-gu achieved the "Best" grade for the first time ever last year and repeated this achievement for the second consecutive year. The Korea Manifesto Implementation Headquarters evaluated five areas?pledge implementation completion, achievement of 2024 goals, resident communication, web communication, and consistency?among heads of basic local governments nationwide, and awarded the "Best (SA)" grade to local governments scoring 87 points or higher out of 100.


Kim Gilseong, mayor of Jung-gu, stated, "Achieving the 'Best' grade for two consecutive years is a valuable result of all our staff working together as one to keep our promises to the residents," and added, "We will continue to do our utmost to implement pledges that bring tangible changes to the daily lives of our residents."
