On May 18, the People Power Party announced a set of pledges focused on stabilizing housing supply and establishing future-oriented transportation infrastructure for the Seoul, Incheon, Gyeonggi, and Gangwon regions.


The party's Policy Headquarters stated, "We have prepared tailored pledges based on the characteristics and challenges of the capital region, where population and industry are concentrated, and Gangwon, which possesses natural and tourism resources," and presented region-specific pledges.


First, the headquarters announced plans to establish the Gyeonggi Northern Special Self-Governing Province to secure substantial special provisions in the areas of autonomy, finance, and industrial regulation, thereby laying the foundation for the regional economy.

The party pledged to usher in a "30-minute era" for the capital region by expanding and expediting the completion of the Great Train Express (GTX) network. Additionally, it promised to expand routes such as the 4th Gyeongin Expressway, Incheon-Chungcheong Expressway, Yeongjong-Ganghwa Expressway, and Seoul-Yeoncheon Expressway to establish a wide-area transportation network.


In Seoul, the party plans to pilot the Seoul Urban Air Mobility (S-UAM) system to introduce advanced transportation services. Chronic congestion on the Gyeongbu Expressway and Gangbyeonbuk-ro-Olympic-daero will be addressed by moving these roads underground, with the surface areas to be converted into parks. For Gangwon Province, the party will construct a Gangwon-type expressway, extend the GTX-B line, and build new rail networks such as the Yongmun-Hongcheon line.


In terms of housing policy, the party pledged to expand housing supply through regulatory reform. It aims to stabilize housing supply by expanding redevelopment and reconstruction projects and implementing measures to improve profitability. The party also announced plans to actively support vulnerable groups by providing long-term lease housing, expanding dormitory-style youth housing using commercial buildings, lodging facilities, and closed schools, among others.


The party also presented pledges to foster region-specific industries.


It will expand Incheon International Airport in five phases and promote the development of an aviation economic zone, while also seeking to designate additional areas in the southern part of Ganghwa as a free economic zone.


In northern Gyeonggi, the party promised to establish a high-tech industrial belt, create a Suwon semiconductor megacity hub, develop the Yeongheung Future Energy Park and designate it as a specialized area for distributed energy, pursue the designation of the Dongducheon National Industrial Complex as a "National High-Tech Strategic Industrial Complex," and create a smart high-tech industrial complex in Dongcheon-dong, Yongin.


For Seoul, the party will address housing issues by expanding housing supply through regulatory reform and increasing the number of beneficiaries of rental and youth housing to support vulnerable groups.


In Gangwon Province, the party will promote key initiatives such as establishing international schools and the Gangwon Institute of Science and Technology, and fostering the hydrogen and bio-health industries through the third amendment of the Gangwon Special Act. The goal is to transform the region into a future industrial city.


Additionally, the pledges include measures to expand cultural, tourism, and medical infrastructure, as well as to strengthen care services in the capital region and Gangwon.
