People Power Party: "Complete Relocation of National Assembly and Government to Sejong... Second Presidential Office to Be Built Early"

Making Sejong the Administrative Capital... Integrating Daejeon and Chungnam
Expanding Metropolitan Transportation Networks and Fostering Advanced Industries

On May 16, the People Power Party pledged to fully relocate the National Assembly to Sejong and to establish a second presidential office in the city as soon as possible. The party also promised to integrate Daejeon and Chungnam into a new axis of growth and to expand the metropolitan transportation network in the Chungcheong region.

The Policy Headquarters of the People Power Party announced these pledges in the afternoon, stating, "We will focus on expanding transportation networks, driving scientific and technological innovation, revitalizing the regional economy, and completing the administrative capital, so that the Chungcheong region can become a core axis of balanced development and a center for future industries."


First, the party declared its intention to make Sejong the administrative capital by relocating the National Assembly to Sejong in order to improve the efficiency of state administration and promote balanced regional development.


This would not be a partial relocation as stipulated by the current "Regulations on the Establishment and Operation of the National Assembly Sejong Office," but a complete relocation with no remaining functions at the Yeouido National Assembly building.


In addition, the party promised to establish the second presidential office in Sejong at an early date. Government ministries and presidential committees (seven in total), as well as administrative commissions (four in total), including the Ministry of Gender Equality and Family and the Ministry of Justice, which are still located in Seoul and the surrounding metropolitan area, will also be relocated to Sejong.


The People Power Party stated, "We will eliminate inefficiencies caused by the duplication of the Yeouido and Sejong assembly buildings, and firmly establish Sejong as the administrative capital," adding, "The physical distance between the executive and legislative branches will be reduced, saving both time and costs."


The party also promised to develop Sejong, the administrative capital, into a transportation hub city.


Plans include undergrounding the railway section in the downtown area of Jochiwon-eup and redeveloping the station, connecting the Chungcheong metropolitan railway with the inland metropolitan railway in the Seoul metropolitan area to link Seoul and Sejong in under an hour, and constructing a second outer ring road in Sejong to alleviate urban traffic congestion.


Furthermore, by designating a national advanced industrial complex centered on artificial intelligence (AI) and establishing a national quantum computing algorithm research center, the party aims to foster Sejong as the core city of the national advanced industrial ecosystem.


The party also unveiled plans to create a "Chungcheong Megacity" by reorganizing the administrative structure, including the integration of Daejeon and Chungnam.


Through the amendment of the Special Act on the Central Inland Region, Cheongju will be designated as a special city to counteract regional decline, and public infrastructure will be established to complete the Chungnam Innovation City.


In Chungbuk, the party plans to create the "K-Bio Square," which will combine AI and advanced biotechnology, as well as the KAIST Osong Bio Medical Campus Town. In Chungnam, an energy industry belt will be established.
