Songpa District's 'Service-Oriented Administration' Achieves Results by Prioritizing Promises to Residents

Songpa District in Seoul (District Mayor Seo Gangseok) has achieved the highest grade, SA, in the "2025 National Basic Local Government Head Pledge Implementation and Information Disclosure Evaluation for the Third Year of the Eighth Popularly Elected Term" conducted by the Korea Manifesto Implementation Headquarters.

This evaluation targeted 226 local governments nationwide and comprehensively analyzed five areas: pledge fulfillment, achievement of goals, resident communication, web communication, and pledge consistency. Grades were assigned in six levels, from SA to F.

In 2024, Songpa District recorded a pledge fulfillment rate of 60% (completion of 60 out of 100 projects) and a goal achievement rate of 98%, significantly surpassing the national averages (pledge fulfillment rate of 53.05% and goal achievement rate of 92.55%).

Additionally, Songpa District received high marks for its proactive communication with residents, including transparently disclosing quarterly pledge implementation results on its website and conducting pledge implementation evaluations with direct resident participation.

In 2024, Songpa District swiftly completed pledge projects closely related to residents' daily lives, such as the construction of a public parking lot at Samjeon Neighborhood Park, environmental improvements to Ogeum Park facilities, and support for barista training for seniors.

Furthermore, Songpa District is actively fulfilling its promises to residents by promoting initiatives such as the creation of a luxury street along Songpa-daero, guaranteeing property rights in the Pungnap Earthen Fortress area, expediting reconstruction and redevelopment maintenance projects, providing business support to revitalize the local economy, and promoting Seokchon Lake as a tourism attraction, thereby building Songpa into a distinguished city of change and quality.

Based on these efforts, Songpa District was awarded first place in the "2024 National Basic Local Government Brand Reputation," received the "2024 Korea Value Management Award," and once again demonstrated the achievements of its resident-oriented service administration by earning the highest grade (SA) in the "2025 National Basic Local Government Head Pledge Implementation Evaluation."

Seo Gangseok, Mayor of Songpa District, stated, "It is especially meaningful to achieve such good results in the pledge evaluation, which is a promise to our residents," and added, "We will continue to faithfully fulfill our promises to residents and pursue resident-centered service administration based on ongoing communication and trust."
