Mayor Donghwan Lee: "We Will Complete the Era of Goyang's Success and Citizens' Happiness"

Goyang City Receives Top Rating for Pledge Implementation
for Four Consecutive Years

Goyang Special City in Gyeonggi Province (Mayor Donghwan Lee) announced on the 16th that it received the highest grade, SA, in the "2025 8th Popularly Elected Local Government Heads' Pledge Implementation and Information Disclosure Evaluation" organized by the Korea Manifesto Implementation Headquarters.

This evaluation was conducted by the Pledge Evaluation Team of the Korea Manifesto Implementation Headquarters, based on pledge materials disclosed on the websites of local governments nationwide from February 10 to March 14. The evaluation consisted of five categories: ▲Completion of pledge implementation ▲Achievement of 2024 targets ▲Resident communication ▲Web communication ▲Pledge consistency. The results were converted to a 100-point scale and classified into six grades, from SA to F.

Goyang City achieved the SA grade, which is awarded to local governments scoring 87 points or higher. This marks the fourth consecutive year that Goyang City has received the highest grade in the pledge sector, following its 2022 Manifesto Promise Award (in the election campaign materials category), the SA grade in the 2023 pledge implementation plan evaluation, and the top grade in the 2024 and 2025 pledge implementation evaluations.

Now in its third year of the 8th popularly elected administration, Goyang Special City has set "the realization of a fully self-sufficient city through the establishment of urban innovation infrastructure" as its municipal goal, and is currently pursuing a total of 70 pledges across eight sectors. The Korea Manifesto Implementation Headquarters evaluated that Goyang City achieved a 60% pledge implementation rate as of the end of 2024, exceeding the national average for local governments (53.05%).

Mayor Donghwan Lee stated, "This evaluation result is an achievement made possible by all 1.08 million citizens of Goyang," and added, "We will continue to keep our promises to citizens until the end and complete the 'Era of Goyang's Success, Era of Citizens' Happiness.'"
