Gwangmyeong City in Gyeonggi Province announced on the 16th that it received the highest grade, 'SA,' in the '2025 National Basic Local Government Heads' Pledge Implementation and Information Disclosure Assessment' organized by the Korea Manifesto Implementation Headquarters. With this evaluation, the city has received the top grade for three consecutive years since 2023.
The Korea Manifesto Implementation Headquarters evaluated pledge materials posted on the websites of 226 basic local governments nationwide over a period of about 90 days starting in January this year. The assessment was divided into five categories: completion of implementation, achievement of goals, communication with residents, web communication, and consistency.
In the absolute evaluation, which is converted to a 100-point scale, Gwangmyeong City received a total score of 87 points across the five categories, earning the SA grade. In Gyeonggi Province, a total of 14 cities, including Gwangmyeong, received the SA grade.
As of the first quarter of this year, the city has completed 56 out of a total of 113 pledge projects, and the remaining 57 projects are also being carried out without delay. The city explained that, in particular, it operates a 'Citizen Jury System' to guarantee citizen participation and ensure representativeness from the pledge implementation evaluation stage. In addition, the city reflects citizen opinions and evaluations through various communication channels during the pledge implementation process. The city’s pledge project implementation plans and progress are disclosed on its official website.
Park Seungwon, Mayor of Gwangmyeong, said, "Based on the philosophy that promises made to citizens must be kept, we will fulfill our pledges with responsibility until the end and lead substantial changes that citizens can truly experience."
