Pledge Fulfillment Rate of 64% for the 8th Popularly Elected Administration
12.38 Percentage Points Higher Than the National Average

Jeonnam Province has been named the top metropolitan local government in the country for the third consecutive year in terms of pledge fulfillment, after receiving the highest grade, 'SA (Superior)', in the '2025 National City and Provincial Governors' Pledge Implementation and Information Disclosure Evaluation' conducted by the Korea Manifesto Implementation Headquarters.
The Korea Manifesto Implementation Headquarters conducted a comprehensive analysis of materials submitted by cities and provinces nationwide, as well as pledge implementation data disclosed on their websites, from February 7 to April 25 this year. The evaluation covered five categories: pledge fulfillment completion, achievement of 2024 pledge goals, resident communication, web communication, and consistency.
Jeonnam Province completed 64% of all pledges made during the 8th popularly elected administration, which is 12.38 percentage points higher than the national average fulfillment rate of 51.62% for cities and provinces.
Additionally, the province achieved over 97% of its 2024 targets for all ongoing pledges and received a 'Pass' rating in both the 'web communication' and 'pledge consistency' categories, earning the highest overall evaluation grade of 'SA (Superior)'.
Jeonnam Province has achieved the highest grade (SA) in all pledge-related evaluations for three consecutive years, including the '2023 Pledge Implementation Plan Evaluation', the '2024 Pledge Implementation and Information Disclosure Evaluation', and this year's evaluation.
Jeonnam Province has set 'A Great Leap Forward to the World! The Era of Happiness in Jeonnam' as the vision for the 8th popularly elected administration. The province is implementing 100 detailed projects across 20 strategic tasks in eight key areas, such as 'Jeonnam as a New Maritime, Cultural Tourism, and Eco-Friendly Capital' and 'Massive Job Creation for Youth through Advanced Strategic Industries', as official pledges.
To date, 64 pledges have been completed or are being continuously pursued after completion, including the creation of the South Coast Space Industry Belt, expansion of the Southern Region Wide-Area Tourism Development Project, establishment of a K-Bio vaccine and immunotherapy national hub, and construction of an LNG hub terminal. Thirty-six pledges, such as attracting 30 trillion won in investment for advanced and strategic industries and expanding public benefit allowances for farmers and fishermen, are progressing as planned.
Kim Youngrok, Jeonnam Governor, stated, "Being recognized as the top performer in pledge fulfillment for three consecutive years is a valuable result made possible not only by the efforts of provincial officials but also by the voices of our residents, which have enhanced the quality of our pledges." He added, "I will focus all administrative capabilities during the remainder of my term to fully honor the promises made to the people of the province."
