Promoting Local Economic Vitalization
Through Operation of Regulatory Reform Task Force
with Participation from All Departments
Guro District (Mayor Jang Inhong) announced that it has formed and is operating a task force (TF) dedicated to regulatory reform, led by the Deputy Mayor, to support the recovery of the local economy.
On May 15, Guro District Mayor Jang Inhong presided over an expanded executive meeting and discussed strategies for promoting regulatory reform to help revive the local economy.
At the meeting, Mayor Jang referred to the increasing difficulties facing the local economy due to growing domestic and international economic uncertainty, stating, "Central government ministries and the Seoul Metropolitan Government are actively pursuing regulatory reform as part of efforts to revitalize the economy. In particular, Seoul has established a director-level dedicated organization to accelerate regulatory reform." He went on to say, "I ask that our district also consider forming a regulatory reform task force (TF) led by the Deputy Mayor in line with this direction." He further requested, "Each department should carefully examine whether there are any ongoing projects facing difficulties due to regulations from central ministries or the Seoul Metropolitan Government, and identify any regulations that need to be eliminated in order to support the recovery of the local economy."
The regulatory reform task force (TF) will be led by the Deputy Mayor and will include participation from all departments.
The task force will identify cases in which ongoing projects in each department are delayed or disrupted due to regulations from central ministries or the Seoul Metropolitan Government, and will develop improvement measures to address these issues.
The district plans to strengthen interdepartmental cooperation to ensure that the formation of this task force (TF) leads to tangible results.
This year, Guro District has submitted a total of seven regulatory reform proposals to central ministries and the Seoul Metropolitan Government.
Among these, "Raising the resident tax assessment standard for individual business owners" and "Improving the management method for ledgers of high-emission business sites" are expected to be accepted by central ministries, while "Improving the cash payment method for public contributions in redevelopment projects" will be accepted by the Seoul Metropolitan Government.
The case of "Expanding the range of business types allowed in knowledge industry centers outside industrial complexes" is an example of regulatory easing implemented independently by Guro District.
Mayor Jang Inhong stated, "Regulatory reform can only achieve real results with the cooperation of all departments, so I ask each department to actively identify tasks and manage performance to drive regulatory reform forward," adding, "We will do our utmost to ensure that regulatory reform provides meaningful support for the recovery of the local economy."
