Imsil County to Establish Large-Scale Amusement Facilities at Cheese Theme Park
A large-scale amusement facility, including the creation of the 2nd Rose Garden, will be established at the Cheese Theme Park, a representative tourist destination in Imsil County, North Jeolla Province.
On May 15, Imsil County, North Jeolla Province, announced that it had been finally selected as the site for the "2025 Public-Private Win-Win Investment Agreement Project" organized by the Ministry of Land, Infrastructure and Transport.

This public contest project will secure 5 billion KRW in national funding, 1 billion KRW in provincial funding, 4 billion KRW in county funding, and 3.5 billion KRW in private investment, totaling 13.5 billion KRW for the creation of Play Land, an amusement theme park. The project will be carried out over four years starting in 2025, in collaboration with Dream Land, Dream Leisure, and the Imsil Cheese Theme Park Foundation.
The public-private win-win investment agreement project is a cooperative initiative in which the private sector takes the lead in planning and operating regional win-win projects by utilizing private creativity and expertise for regional revitalization, while the public sector supports the creation of facilities and other infrastructure.
This public contest targeted 85 local governments in regions experiencing population decline. Of these, 8 projects were shortlisted for final presentations, and 5 were ultimately selected as project sites. Among the selected sites in North Jeolla Province, only Imsil County was chosen.
From the preparation stage, the county made efforts to develop various project plans with the active support of North Jeolla Special Self-Governing Province. In particular, expert consulting from the Regional Innovation Policy Office at the Jeonbuk Research Institute enabled the county to prepare a highly sophisticated project plan.
The county plans to promote the "public-private win-win Play Land platform construction project," which will establish a stay-type platform in the rural theme park area connected to the Imsil Cheese Theme Park, combining Imsil cheese experiences, recreation, and a variety of play culture activities.
Through this project, Play Hill?a complex space including accommodation facilities, the 2nd Rose Garden, and cafes?will be created. In addition, the Play Ville outdoor amusement theme park will be established to attract family visitors. The county also plans to boost the local economy and raise recognition through Play Land marketing and event hosting.
Going forward, the county will secure the stability and sustainability of the project by entering into a regional development investment agreement after deliberation and resolution by the Local Era Committee, followed by establishing a master plan and phased implementation plans.
The project is expected to become a significant turning point by actively leveraging private capital and expertise to advance the tourism industry and lay the foundation for local job creation and entrepreneurship.
County Governor Shim Min stated, "In addition to the existing infrastructure of the Cheese Theme Park, we are now able to create amusement facilities that can be enjoyed by many tourists accompanied by children. We will establish differentiated facilities to attract more tourists, increase the resident population, and build a sustainable foundation for population inflow and regional revitalization."
