Ulsan City and Korea Southern Power Sign Business Agreement for "Clean Hydrogen Full-Combustion Power Generation Project Development"

A Turning Point for Ulsan to Become a Leading City in Future Energy

Ulsan City and Korea Southern Power will sign a "Clean Hydrogen Full-Combustion Power Generation Project Development Business Agreement" at 11:00 a.m. on May 15 in the mayor's office on the 7th floor of the main building of Ulsan City Hall, with Mayor Kim Doo-gyeom and Kim Joon-dong, CEO of Korea Southern Power, among the attendees.


According to the agreement, Korea Southern Power promises to work closely with Ulsan City to create local jobs and revitalize the regional economy. This includes considering the preferential employment of Ulsan citizens when hiring personnel necessary for the project.


Under this memorandum of understanding (MOU), Ulsan City will provide administrative support such as expediting permits and approvals, and will continue to cooperate with Korea Southern Power to ensure the successful implementation of the clean hydrogen full-combustion power generation project.


Starting with the signing of this business agreement, Ulsan City and Korea Southern Power plan to establish detailed project implementation plans and work closely together for the successful development of the clean hydrogen full-combustion power generation project.


This project involves building Ulsan's first 135 MW clean hydrogen full-combustion power plant by utilizing idle land within Kospo Yeongnam Power, located in the Ulsan Mipo National Industrial Complex. Because no carbon dioxide is emitted during the hydrogen full-combustion power generation process, the project is highly effective in reducing carbon emissions.


Clean hydrogen full-combustion refers to operating turbines with 100% hydrogen, which does not emit carbon during the combustion process.


The total construction cost will be 600 billion won, with construction scheduled to begin in 2029 and completion targeted for 2031.


It is expected that about 150 new jobs will be created during the project implementation, contributing to employment stability for local residents. The project is also anticipated to play an important role in fulfilling the government's carbon reduction policies and revitalizing Ulsan's regional economy.


In particular, by advancing Ulsan's hydrogen supply and utilization system through initiatives such as the Hydrogen Pilot City, the Hydrogen Alliance Cluster, and the Green Mobility Regulatory Free Zone, Ulsan is expected to further solidify its status as the nation's leading hydrogen economy city and strengthen its position as a hydrogen frontrunner.


Furthermore, the project is significant in that it lays the foundation for Ulsan to grow as a strategic hub driving the national hydrogen economy.


Kim Joon-dong, CEO of Korea Southern Power, said, "We are pleased to be able to establish a new clean hydrogen-based power generation facility through this business agreement and to contribute to Ulsan City's sustainable development. We will do our utmost to provide Ulsan citizens with a stable supply of clean energy."


Mayor Kim Doo-gyeom stated, "This project is expected to be an important turning point for Ulsan City to leap forward as a leading city in future energy. Through the hydrogen full-combustion power generation project, we will secure clean energy and, at the same time, inject new vitality into the local economy to improve the quality of life for our citizens. We will spare no effort in providing support."
