"Incheon Yeonsu District to Hire Dedicated Overnight Staff to Prevent Public Official Turnover"

Reinforcing Security Personnel to Handle Malicious Civil Complaints, Assigning Staff to Community Centers
Expanding Special Leave and Overseas Training Support for Junior Public Officials

The Incheon Yeonsu District Office will hire dedicated overnight duty staff and increase security personnel to respond to malicious civil complaints, as part of efforts to improve welfare for public officials.


On May 15, the district announced that it had prepared a 'Public Officials Welfare Expansion and Reform Plan' with these measures, aiming to prevent the resignation of young public officials and create a work environment that allows them to focus on their duties.


First, beginning in July, the district will become the first local government in Incheon to hire seven fixed-term employees dedicated to overnight duty. These employees will be assigned to overnight shifts, reducing the number of public officials required for such duties to about half the previous level and thereby easing their burden. With the hiring of these dedicated staff, the number of overnight shifts required of Yeonsu District officials at grade 7 and below will decrease from 5?6 times per year to 2?3 times per year.


The district also plans to ensure a safe working environment by reallocating and increasing security guards (special police officers) at administrative welfare centers and departments that frequently handle malicious civil complaints. The number of security personnel will be increased from the current 16 to 24, and they will be assigned to the main office, administrative welfare centers, the council secretariat, and the Yeonsu District Office's second building.

In addition, the district has introduced practical welfare measures to prevent the increasing turnover of junior public officials in recent years.


The district cafeteria will undergo a complete renovation to provide staff with high-quality meals in a pleasant environment at affordable prices. Annual leave for junior officials with one to less than five years of service will be increased from 3 days to 5 days, and for those with five to less than ten years of service, from 5 days to 10 days.


Furthermore, the district will support overseas training programs for junior officials at grade 7 and below, offering a 4-night, 5-day trip once each in the first and second half of the year. Selected officials will receive a subsidy of 1.65 million won per person.


Lee Jaeho, head of the Yeonsu District Office, stated, "We expect that this initiative to prevent the departure of young and talented public officials and boost morale will enable us to provide the best possible administrative services."
