Kim Dongyeon, Governor of Gyeonggi Province, has received the highest rating for four consecutive years, from 2022 to 2025, in the pledge-related evaluation conducted by the Korea Manifesto Implementation Headquarters.
On May 13, the Korea Manifesto Implementation Headquarters announced the results of the "8th Term National Metropolitan and Provincial Governors' Pledge Implementation and Information Disclosure Evaluation." Governor Kim received the highest SA grade and was selected as the metropolitan government leader who most faithfully fulfilled his pledges.
Governor Kim previously received the top award in the election pledge category at the "Manifesto Pledge Awards" during the 8th nationwide local elections in 2022. He also earned an SA grade in the "Pledge Implementation Plan Evaluation" in 2023 and the "Pledge Implementation and Information Disclosure Evaluation" in 2024. With this year's result, he has now achieved the highest grade in pledge-related evaluations for four consecutive years.
The Korea Manifesto Implementation Headquarters' pledge evaluation team comprehensively analyzed five areas as of December 2024: ▲completion of pledge implementation ▲achievement of 2024 pledge goals ▲communication with residents ▲web communication ▲consistency of pledges. The results were announced in six grades, from SA to F.
Among these, Governor Kim received high scores in the areas of pledge implementation completion and communication with residents, earning the overall SA grade.
Gyeonggi Province completed 60.34% of all pledges made during the 8th term, significantly surpassing the national average for metropolitan and provincial governments (51.62%). The financial securing rate compared to the plan for the term was 81.94%, the highest among 15 provinces and metropolitan cities nationwide (excluding Daegu, which is vacant, and Daejeon, which was not evaluated), earning high marks in the pledge implementation completion category.
In addition, Gyeonggi Province regularly discloses the status of pledge implementation on its website and institutionalizes the foundation for communication by ensuring resident participation in the evaluation process in accordance with pledge management regulations. This resulted in a positive evaluation in the resident communication category as well.
This year, nine metropolitan governments, including Gyeonggi Province, Seoul, Busan, Gwangju, Chungnam, Jeonnam, Gyeongbuk, Gyeongnam, and Jeju, received the SA grade.
Meanwhile, Gyeonggi Province has set "More Opportunities, Fairer Opportunities, Better Opportunities" as the vision for the 8th term and is implementing a total of 295 pledges across nine major areas.
Regarding this evaluation, Governor Kim stated, "I am sincerely grateful for the meaningful result of receiving the highest evaluation for four consecutive years," adding, "I will continue to faithfully uphold my promises to the residents under the principle of 'action over words' for the remainder of my term."
