Nowon District Applies for Seoul's Expedited Integrated Planning Advisory for Sanggye Jugong 6 Apartment Reconstruction Overview of Nowon District

Nowon District in Seoul (District Mayor Oh Seungrok) announced that it has submitted a reconstruction plan for the Sanggye Jugong 6 Apartment Complex to the Seoul Metropolitan Government, utilizing the expedited integrated advisory process.


Following Sanggye Boram in December last year and Hagye Jangmi in January this year, the plan envisions transforming the current 15-story, 2,646-unit complex into a high-rise apartment complex with up to 49 stories and 3,676 units.


This complex had previously applied for the expedited integrated planning advisory process in November 2023, the earliest among its peers. However, after receiving feedback that further review was needed regarding consistency with the ongoing district unit plan revision, the plan was supplemented. The updated plan actively reflects an increase in floor area ratio (FAR) by applying designations such as 'station area mixed-use redevelopment zone' and upgrading to quasi-residential zoning.


Accordingly, part of the station area land will be upgraded to 'quasi-residential zone,' with a planned FAR of 441.77%, and the existing general commercial area will have a planned FAR of up to 799.97%. In addition, by applying the 'business feasibility adjustment coefficient,' the allowable FAR has been expanded, reducing the proportion of rental housing while increasing the proportion of general sales units, thereby improving the project's feasibility.


As of 2025, Nowon District is an aging planned city over 30 years old. There are 73 apartment complexes (each with more than 200 units), totaling approximately 83,000 households, making the demand for reconstruction very high. However, due to factors such as low land prices, high household density in each complex, and the recent sharp rise in construction costs, reconstruction projects had stalled.


In response, Nowon District has actively sought ways to expedite reconstruction, including support measures through forums for rapid reconstruction and redevelopment, and proposals for institutional improvements. As a result, three complexes?Sanggye Boram, Hagye Jangmi, and Sanggye Jugong 6?have applied for advisory review by the Seoul Metropolitan Government, and an additional four complexes have submitted expedited integrated planning applications to Nowon District and are preparing to apply for Seoul's advisory review, demonstrating significant progress.


The expedited integrated planning system is a policy in which the Seoul Metropolitan Government provides preliminary advisory support at the initial stage of establishing a redevelopment or reconstruction plan, allowing procedures to proceed more quickly. It offers guidelines that balance business feasibility and public interest, thereby shortening the project timeline.


District Mayor Oh Seungrok stated, "The relaxation of safety inspection standards and the introduction of the business feasibility adjustment coefficient are accelerating the progress of reconstruction projects," adding, "We will continue thorough preparations and consistent communication to ensure rapid improvement of the residential environment."
