Gyeonggi Province will conduct preventive education on legal violations related to multi-unit housing.
On May 12, Gyeonggi Province announced that, in order to prevent legal violations by members of residents' representative councils in multi-unit housing and to enhance the transparency and reliability of multi-unit housing management, it will provide preventive education on legal violations to a total of 1,510 participants. The training will be held eight times from May to November in seven regions: Paju, Uijeongbu, Namyangju, Anseong, Seongnam, Goyang, and Ansan.
This training is conducted in accordance with Article 17 of the Multi-Unit Housing Management Act, which requires mayors and county governors to provide in-person training on the operation and ethics of residents' representative councils to their members. Officials from the provincial audit department will visit the relevant city and county sites to deliver training focused on audit case studies.
The main topics of the training include: major cases of violations such as methods of resolution and disclosure of meeting results by residents' representative councils in multi-unit housing complexes; essential items to be checked in each step of business decisions, bidding announcements, bid opening and selection of successful bidders, and contract procedures for construction and service projects; adjustment of long-term repair plans and use of long-term repair reserves; and compliance requirements for each procedure, including private contracts (renewals).
Hong Ilyoung, Director of the Multi-Unit Housing Division at Gyeonggi Province, stated, "Through training on key topics such as frequently occurring violations found during field audits and preventive measures, we aim to enhance the responsibility and professionalism of members of residents' representative councils. We will continue to do our best to further improve the transparency and reliability of multi-unit housing management."
Meanwhile, the relevant cities and counties will also provide education on laws and guidelines related to multi-unit housing, ethics in the operation of residents' representative councils, and accounting management.
