Vitalizing the Alley Economy! Busan Selects Locations for "Alley Commercial Area Revitalization Support Project"

Five New Alleys Selected... 25 Million KRW Growth Support Fund for Each Area
Support Planned for Organizing Alley Commercial Communities and Providing Commercial Area Consulting

The city of Busan has finalized the selection of locations for the "2025 Alley Commercial Area Revitalization Support Project," which aims to develop promising alleys into representative commercial districts of Busan.


Now in its fourth year, this project primarily supports "alley commercial area specialization projects" that integrate local resources and culture within a 15-minute living radius.


First, five new alley commercial area communities have been selected: ▲ 40 Steps in Jung-gu ▲ Haeridan-gil in Haeundae-gu ▲ Nakjo Hanagil in Saha-gu ▲ Jangnim Alley Switch in Saha-gu ▲ Busan National University of Education Merchants Association in Yeonje-gu. Each selected area will receive a growth support fund of 25 million KRW.


In April, the city conducted an open call, followed by a document review and on-site evaluation by a selection committee, to finalize the five locations for support.


For these newly selected alley commercial areas, the city will implement the "Alley Commercial Area Community Organization Support Project." This initiative aims to unite small business owners outside of the formal system, enabling them to diagnose and resolve problems independently. The support includes ▲ strengthening merchants' capabilities ▲ developing branding strategies tailored to each alley's characteristics ▲ discovering commercial area storytelling ▲ joint marketing ▲ environmental improvements ▲ and promotional activities.


Formal commercial areas refer to large-scale stores and quasi-large-scale stores under the Distribution Industry Development Act, as well as traditional markets, shopping districts, alley-type shopping districts, and commercial revitalization zones under special laws for fostering traditional markets and shopping districts.


Additionally, based on an evaluation of existing alley commercial areas, two outstanding alleys have been selected: ▲ Hwamyeong Jangmi Village Merchants Community in Buk-gu ▲ Namcheon Sea Road Merchants Association in Suyeong-gu. Each of these areas will receive a support fund of 100 million KRW and will undergo an intensive development process to become representative commercial areas of Busan.


In April, the city evaluated nine existing alleys, and based on presentations from the alley commercial area communities and a comprehensive evaluation by the selection committee, "Busan-Style Alley Helper" was selected as the outstanding alley.


The two locations that received the highest grade from the selection committee were chosen as "Busan-Style Alley Helpers," each receiving 100 million KRW in commercial area revitalization support funds. The remaining seven existing alley commercial areas will also receive support funds ranging from 25 million KRW to 50 million KRW per area, depending on their evaluation grade, to continue their revitalization projects.

(Grade B) Joeunsait Merchants Association in Busanjin-gu, Namsan-ro Merchants Association in Geumjeong-gu, Garogongwon Merchants Association in Sasang-gu: 25 million KRW x 3 locations


The Hwamyeong Jangmi Village Merchants Community in Buk-gu is a neighborhood-type commercial area located near Jangmiwon in Hwamyeong-dong, Buk-gu. It has been selected as an outstanding alley for the second consecutive year.

The community received high marks from experts for developing content utilizing the local resource "roses." As a result of being selected for the Busan-Style Alley Helper project, the community plans to host ▲ Hwamyeong Rose Park Taste Road Culture Festival ▲ Children's Drawing Contest ▲ Rose Market Day, among other events.


The Namcheon Sea Road Merchants Association in Suyeong-gu is a commercial area located in Gwangalli (Suyeong-gu Namcheon Sea Road), centered around small business owners along the road address "Namcheon Sea Road," where new and established merchants coexist harmoniously.


As a result of being selected for the Busan-Style Alley Helper project, the association plans to go beyond simply attracting visitors and encourage longer stays by organizing ▲ seasonal markets ▲ stamp tour events ▲ and archiving materials that capture the story of Namcheon Sea Road.


In addition, the city will continue to support the sustainable revitalization of the alley economy by operating on-site "alley commercial area managers (coordinators)" for the alley commercial area communities to strengthen their self-sufficiency.


By deploying alley commercial area managers, the city will provide on-site support for ▲ organizing community structures ▲ and commercial area consulting. This is expected to increase the participation rate of small business owners in alley commercial areas and strengthen their self-sufficiency.


Kim Bongcheol, Director of the Digital Economy Bureau of the city, stated, "We hope this support project will serve as an opportunity to discover the unique charm of Busan's alley commercial areas," adding, "The city will do its utmost to operate the project effectively and will continue to pay close attention to invigorating the alley economy."
