Damyang County in South Jeolla Province (Governor Jeong Cheolwon) announced on May 9 that it has drawn up the first supplementary budget proposal for 2025 and submitted it to the Damyang County Council.

With this supplementary budget, the county's total budget for this year will increase by 31.1 billion won (5.9%) from the original budget of 526.5 billion won to 557.6 billion won. By account, the general account will increase by 30.2 billion won (5.8%), while the special account will increase by 900 million won (10.9%).

The county explained that, despite difficult fiscal conditions such as the ongoing economic downturn and a decrease in local allocation tax, it focused on efficient allocation of resources to ensure the smooth implementation of key local projects when preparing this supplementary budget.

Major items in the general account expenditures include: ▲11.6 billion won for national land and regional development, such as the Daeche District New Village Project in Daejeon-myeon; ▲5.4 billion won for social welfare, including basic pensions and support for senior employment; ▲4.6 billion won for agriculture, such as the establishment of start-up farming facilities and smart farm infrastructure; ▲3.3 billion won for transportation and logistics, including fuel tax-linked subsidies.

In addition, the budget includes: ▲1.2 billion won for the environment sector, such as maintenance of circular landfills; ▲1 billion won for culture and tourism, such as improving the growth environment of Gwanbangjerim Forest; ▲700 million won for public health, including COVID-19 vaccinations; ▲500 million won for public order and safety, such as preventing pedestrian accidents involving seniors; and ▲3.2 billion won for other sectors, including the return of national and provincial funds.

A county official stated, "Since 2023, the local allocation tax has been significantly reduced, making it difficult even to match the county's share for projects subsidized by the national and provincial governments," and added, "We will stably implement essential projects within limited resources to ensure the livelihood and stability of our residents."

Meanwhile, the supplementary budget proposal will be finalized at the plenary session of the county council scheduled for May 23, following council deliberation.
