The Korea National Railway announced on May 9 that it has significantly revised the evaluation criteria for bidding on railway construction service contracts, including supervision and design.


The corporation has amended a total of eight contract standards, including the 'Supervision Service PQ Criteria' and the 'Design Service PQ Criteria,' and began implementing them as of this day.


The most notable change in this revision is the preferential treatment for supervisors aged 34 or younger. To inject young talent into the aging construction sites, the corporation decided to award additional points to companies that assign young supervisors for electrical supervision service bids.

In addition, a new 'responsible supervisor interview system' will be introduced for large-scale projects worth 10 billion won or more. The aim is to transparently verify the expertise of key personnel, which had previously been evaluated through an opaque process, by conducting blind interviews.


The threshold for bidding will also be lowered. The requirements for recognizing the experience and performance of technical personnel in information and communications design services will be relaxed, and the scope for recognizing similar service records in the electrical field will be expanded, thereby broadening opportunities for new companies to participate. This move is intended to lower the barriers to entry in the railway market, promote competition, and provide opportunities to small and medium-sized enterprises with technological capabilities.


Lee Seonghae, President of the Korea National Railway, stated, "I hope this improvement in the contract system will breathe new life into the stagnant recruitment market and serve as an opportunity to strengthen on-site safety management capabilities," adding, "We will continue to work towards establishing a fair and transparent bidding environment through ongoing institutional improvements."
