On May 9, the Public Corruption Investigation Office announced that all cases filed against Chief Justice Cho that have been received so far have been assigned to the 4th Investigation Division (headed by Chief Prosecutor Cha Jeonghyeon).

Previously, Seoul's Voice and civic groups filed a complaint against Chief Justice Cho on May 3, alleging that he handed down a Supreme Court ruling overturning the original verdict only nine days after the case was referred to the Grand Bench, without sufficiently reviewing the trial records of candidate Lee's violation of the Public Official Election Act. They accused him of abuse of power and obstruction of the exercise of rights.

They stated, "We urge an immediate arrest investigation of the suspect so that the judiciary, the last bastion of the rule of law, can restore its status and stand in its rightful place."
