Full-scale Promotion of Mobility Rights Improvement for Transportation-Vulnerable Groups
Seoul's Eunpyeong District is moving forward in earnest with the construction of an "AI-Internet of Things (IoT) based powered mobility device safety platform" to create a safe mobility environment for transportation-vulnerable groups, such as the elderly and people with disabilities.

This project was ultimately selected for the "Empathy-full" initiative, a 2025 data-driven regional problem-solving contest organized by the Ministry of the Interior and Safety and the Korea Local Information Research & Development Institute, securing 200 million won in national funding. The total project budget amounts to 220 million won.
The core aspects of the project selected for Eunpyeong District include the establishment of a "big data collection and AI analysis platform," as well as the development of an "IoT powered mobility device automatic accident reporting system" linked to closed-circuit television (CCTV) selective monitoring.
The "AI analysis platform" collects and analyzes data related to predicting high-risk areas for powered mobility device operation and improving road environments. The IoT system detects accidents such as overturns and collisions in real time during the use of powered mobility devices. This information is immediately communicated to the Eunpyeong Fire Station, enabling a prompt response.
In particular, by utilizing CCTV infrastructure installed on back roads and alleyways, along with the Korea Local Information Research & Development Institute's high-precision grid mapping system, the project can accurately determine accident situations and locations, thereby securing optimal rescue response times.
The district will form a "Self-Solution Team" with stakeholders from three independent living centers for people with disabilities, six senior welfare centers, the Eunpyeong Fire Station, the Korea Transportation Safety Authority, and the Personal Information Protection Commission, as well as other experts in related fields. This team will work to expand the creation of practical and sustainable outcomes throughout the project period. The platform is scheduled to be fully constructed by November, followed by a pilot operation, and will be officially launched in December.
Kim Mikyung, Mayor of Eunpyeong District, stated, "Through the construction of this platform utilizing advanced digital technology, we will secure the golden hour for the safety of mobility-vulnerable users of powered mobility devices, and do our utmost to make this a 'smart care' model that can be expanded nationwide in the future."
